LANSING, Mich. (<\/span>April<\/span>\u00a0<\/span>1<\/span>9<\/span>, 2023) \u2014\u00a0<\/span><\/span>T<\/span>oday, t<\/span>he\u00a0<\/span><\/span>Michigan\u00a0<\/span><\/span>Senate\u00a0<\/span><\/span>Democrats\u00a0<\/span><\/span>passed the first piece of election reform legislation related to Proposal 2 of 2022, passing Sen.\u00a0<\/span><\/span><\/span>Paul Wojno<\/span><\/span><\/strong>\u2019s<\/span><\/strong>\u00a0(D-<\/span>Warren)<\/span>\u00a0legislation\u00a0<\/span><\/span>(<\/span><\/span>Senate Bill 259<\/span><\/span><\/a>)\u00a0<\/span><\/span>to allow for absentee voter ballots from\u00a0<\/span><\/span>military members<\/span>,\u00a0<\/span><\/span>their\u00a0<\/span><\/span>spouses and\u00a0<\/span><\/span>voting-age\u00a0<\/span><\/span>dependents<\/span>\u00a0<\/span>to still be counted if they are\u00a0<\/span><\/span>sign<\/span>ed\u00a0<\/span><\/span>and dated\u00a0<\/span><\/span>by Election Day and\u00a0<\/span><\/span>received up to six days after the election. The bill has the support of the Department of Military and Veterans Affairs, the Secretary of State<\/span>,<\/span>\u00a0<\/span>associations\u00a0<\/span><\/span>representing<\/span>\u00a0county and municipal clerks<\/span>\u00a0and voting advocates<\/span>.<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

\u201c<\/span>While our men and women of the military are serving overseas to uphold our freedom, democracy, and safety<\/span>,<\/span>\u00a0it\u2019s only right that we do what we can to ensure their votes are counted and they have a say in their representation back home,<\/span>\u201d<\/span>\u00a0<\/span>said\u00a0<\/span><\/span><\/span>Sen.\u00a0<\/span>Wojno<\/span><\/strong>,\u00a0<\/span><\/span><\/span>a longtime advocate for Michigan veterans and voting rights<\/span>.<\/span>\u00a0\u201c<\/span>This is\u00a0<\/span><\/span>the flexibility and c<\/span>onsideration<\/span>\u00a0our servicemembers have been asking for, and this is a direct\u00a0<\/span><\/span>execution<\/span>\u00a0of the will of the Michigan people this past November.<\/span>\u201d<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

This is the first bill to pass out of the Senate to\u00a0<\/span><\/span>implement<\/span>\u00a0Proposal 2\u2019s election reforms, with\u00a0<\/span><\/span>additional<\/span>\u00a0legislation to follow soon.\u00a0<\/span><\/span>Senate Elections and Ethics Committee Chair<\/span><\/span>\u00a0Jeremy Moss<\/strong>\u00a0<\/span><\/span><\/span>(D-Southfield) is working on\u00a0<\/span><\/span>a<\/span>n<\/span>\u00a0<\/span>extensive\u00a0<\/span><\/span>bill package to implement\u00a0<\/span><\/span>a number of<\/span>\u00a0the other changes passed by the voters this fall<\/span>.<\/span>\u00a0<\/span>\u00a0<\/span>In addition to requiring that military and overseas ballots postmarked by election day are counted,\u00a0<\/span><\/span>Proposal 2 added the following policies to the state constitution:<\/span><\/span><\/p>\n

      C<\/span>reating a nine-day early voting period;\u00a0<\/span><\/span>\u00a0<\/span><\/p>\n<\/li>\n

    • \n

      R<\/span>equiring voters to present photo identification\u00a0<\/span><\/span><\/span>or<\/span><\/span><\/strong>\u00a0<\/strong>sign\u00a0<\/span><\/span>an affidavit<\/span>\u00a0when voting in person or applying for an absentee ballot<\/span>;<\/span><\/span>\u00a0<\/span><\/p>\n<\/li>\n

    • \n

      P<\/span>roviding<\/span>\u00a0<\/span>eligible\u00a0<\/span><\/span>voters<\/span>\u00a0<\/span>the<\/span>\u00a0right to\u00a0<\/span><\/span>a single application\u00a0<\/span><\/span>to vote\u00a0<\/span><\/span>absentee\u00a0<\/span><\/span>in all elections<\/span>;<\/span><\/span>\u00a0<\/span><\/p>\n<\/li>\n

      R<\/span>equiring the state to fund prepaid stamps and a tracking system for absentee ballots;<\/span><\/span>\u00a0<\/span><\/p>\n<\/li>\n

    • \n

      R<\/span>equiring the state to fund\u00a0<\/span><\/span>a number of<\/span>\u00a0absentee\u00a0<\/span><\/span>ballot<\/span>\u00a0<\/span>dropboxe<\/span>s<\/span>;<\/span><\/span>\u00a0<\/span><\/p>\n<\/li>\n

    • \n

      P<\/span>roviding that local governments can accept charitable and in-kind donations to\u00a0<\/span><\/span>assist<\/span>\u00a0with running elections\u00a0<\/span><\/span>as long as<\/span>\u00a0donations are\u00a0<\/span><\/span>disclosed<\/span>\u00a0and\u00a0<\/span><\/span>aren\u2019t<\/span>\u00a0from foreign entities; and<\/span><\/span>\u00a0<\/span><\/p>\n<\/li>\n

      P<\/span>roviding that election officials\u00a0<\/span><\/span>are responsible for<\/span>\u00a0election audits, requiring election audits to be conducted in public, and requiring election results to be certified based on votes<\/span>\u00a0<\/span>cast.<\/span><\/span>\u00a0<\/span><\/p>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n

      \u201c<\/span>D<\/span>edicated vot<\/span>ing<\/span>\u00a0<\/span>rights\u00a0<\/span><\/span>advocacy groups\u00a0<\/span><\/span>call<\/span>ed<\/span>\u00a0for\u00a0<\/span><\/span>election improvements<\/span>\u00a0for years<\/span>\u00a0and\u00a0<\/span><\/span>the citizens of Michigan\u00a0<\/span><\/span>successfully\u00a0<\/span><\/span>enacted these major reforms<\/span>\u00a0with the passage of Proposal 2<\/span>\u00a0in 2022<\/span>,\u201d said Sen.\u00a0<\/span><\/span><\/span>Moss<\/span><\/span><\/strong>. \u201cMy\u00a0<\/span><\/span>committee\u00a0<\/span><\/span>will usher through the implementation of these\u00a0<\/span><\/span>new changes<\/span>\u00a0that<\/span>\u00a0mak<\/span>e<\/span>\u00a0it easier for Michiganders to\u00a0<\/span><\/span>access their ballots and\u00a0<\/span><\/span>c<\/span>a<\/span>s<\/span>t their votes. This\u00a0<\/span><\/span>work<\/span>\u00a0<\/span>starts<\/span>\u00a0today<\/span>\u00a0with\u00a0<\/span><\/span>bipartisan passage of\u00a0<\/span><\/span>S<\/span>B<\/span>\u00a0259<\/span>\u00a0through the full Senate.<\/span>\u00a0<\/span>We will continue to follow\u00a0<\/span><\/span>the will o<\/span>f the people\u00a0<\/span><\/span>w<\/span>ith action on\u00a0<\/span><\/span>a<\/span>ddi<\/span>tional<\/span>\u00a0<\/span>leg<\/span>islation in the weeks to come.\u201d<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n
