(October\u00a026, 2023) \u2014\u00a0After months of intensive work, the Michigan Senate took a significant step toward tackling climate change and creating a healthier, more sustainable environment\u00a0for the state\u00a0with today\u2019s\u00a0passage of the Clean Energy Future plan, Senate Bills\u00a0<\/span><span><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2023-SB-0271\" target=\"_blank\" rel=\"noreferrer noopener\" data-auth=\"NotApplicable\" id=\"OWA0af52292-2800-7cb2-8c9d-24557dbd5cfc\" class=\"x_Hyperlink x_SCXW4682287 x_BCX8 x_OWAAutoLink\" data-linkindex=\"1\">271<\/a><\/span><span>,\u00a0<\/span><span><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2023-SB-0273\" target=\"_blank\" rel=\"noreferrer noopener\" data-auth=\"NotApplicable\" id=\"OWA51a8f078-e700-3fed-2de8-d9b0c1560f4d\" class=\"x_Hyperlink x_SCXW4682287 x_BCX8 x_OWAAutoLink\" data-linkindex=\"2\">273,<\/a><\/span><span>\u00a0<\/span><span><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2023-SB-0502\" target=\"_blank\" rel=\"noreferrer noopener\" data-auth=\"NotApplicable\" id=\"OWA4fb86bea-a6c1-8008-d7db-5210ba681601\" class=\"x_Hyperlink x_SCXW4682287 x_BCX8 x_OWAAutoLink\" data-linkindex=\"3\">502<\/a><\/span><span>.\u00a0This legislation\u00a0\u2014\u00a0spearheaded by Sens.<b>\u00a0Erika Geiss<\/b>\u00a0(D-Taylor),\u00a0<b>Sam Singh<\/b>\u00a0(D-East Lansing) and\u00a0<b>Sue<\/b>\u00a0<b>Shink<\/b> (D-Northfield Twp.)\u00a0\u2014\u00a0will\u00a0set\u00a0long-awaited clean energy\u00a0and\u00a0renewable energy standards, increase\u00a0energy efficiency\u00a0targets\u00a0and expand\u00a0the role of the Michigan Public Service Commission (MPSC).<\/span><\/p>\n<p class=\"x_elementToProof\"><span><\/span><\/p>\n<\/div>\n<div>\n<p><span>The plan also includes Senate\u00a0Bill\u00a0<\/span><span><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2023-SB-0519\" target=\"_blank\" rel=\"noreferrer noopener\" data-auth=\"NotApplicable\" id=\"OWA849da6b4-9ee9-1352-d152-1c17d0b7b926\" class=\"x_Hyperlink x_SCXW4682287 x_BCX8 x_OWAAutoLink\" data-linkindex=\"4\">519<\/a><\/span><span>, sponsored by Sen.\u00a0<b>Singh<\/b>, which would create the Community and Worker Economic Transition Office within the Michigan Department of Labor and Economic Opportunity. The new office will assist workers and communities during the state\u2019s renewable energy transition, supporting job growth and helping the state\u2019s economy evolve.\u00a0<\/span><\/p>\n<p><span><\/span><\/p>\n<\/div>\n<div>\n<p><span>\u201cThis legislation is a major milestone in ongoing efforts to ensure a greener and more environmentally conscious Michigan,\u201d said Sen.<b>\u00a0Sean McCann<\/b> (D-Kalamazoo), Chair of the Senate Energy and Environment Committee. \u201cThese policies will safeguard public health and better protect our environment now and for future generations, and my colleagues and I will continue to work\u00a0to address the climate crisis and combatting the harmful pollution that plagues our farms, air\u00a0and Great Lakes.\u201d\u00a0<\/span><\/p>\n<p><span><\/span><\/p>\n<\/div>\n<div>\n<p><span>SB 271 sets ambitious but achievable targets for a clean energy future: Establishing a 100% clean energy standard set to be achieved by 2040, and an 80% clean energy standard by 2035. The legislation also establishes a renewable standard of 50% by 2030 and 60% by 2035.\u00a0<\/span><\/p>\n<p><span><\/span><\/p>\n<\/div>\n<div>\n<p class=\"x_elementToProof\"><span>\u201cThis legislation is long overdue to address our persistent and alarming climate crisis. It is evident\u00a0that communities in Michigan, throughout the country and world are suffering from the effects of climate change,\u201d said Sen.\u00a0<b>Geiss<\/b>. \u201cIn Michigan, we are beginning to take bold action to address this urgent crisis. Clean energy legislation is crucial in combating the climate crisis to reduce greenhouse gas emissions and transition to renewable energy sources. There is no Planet B \u2014 and it is incumbent upon us to secure a clean energy future that ensures marginalized communities are not continually, disproportionately affected by environmental hazards \u2014 and that they have equal access to clean resources.\u201d\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p><span><\/span><\/p>\n<p><span>SB 273 focuses on enhancing energy waste reduction (EWR) efforts. It requires electric utilities to achieve a minimum of 1.5% annual electric energy efficiency savings, with an additional incentive goal of 2% and over. The bill also sets the natural gas EWR target to 0.875% beginning in 2026 and provides for financial incentives for exceeding that target up to 1.25%.\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p class=\"x_elementToProof\"><span><\/span><\/p>\n<p class=\"x_elementToProof\"><span>\u201cWe\u2019re prioritizing reliable, sustainable\u00a0and cost-effective energy for Michigan families,\u201d\u00a0said Sen.\u00a0<b>Singh<\/b>. \u201cWe\u2019re\u00a0establishing\u00a0fair laws that ensure minimal carbon impact\u00a0while also accessing federal funding to aid in our transition. This is a tremendous opportunity to address climate concerns, enhance energy reliability, lower costs for consumers and leverage\u00a0federal resources in a thoughtful manner.\u201d\u00a0<\/span><\/p>\n<\/div>\n<p>[\/et_pb_text][et_pb_image src=&#8221;https:\/\/senatedems.com\/singh\/wp-content\/uploads\/sites\/23\/2023\/10\/CleanEnergyList_Square.png&#8221; title_text=&#8221;CleanEnergyList_Square&#8221; _builder_version=&#8221;4.22.2&#8243; _module_preset=&#8221;default&#8221; hover_enabled=&#8221;0&#8243; global_colors_info=&#8221;{}&#8221; sticky_enabled=&#8221;0&#8243;][\/et_pb_image][et_pb_text _builder_version=&#8221;4.22.2&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<div>\n<p><span>The creation of a low-income EWR program is a new\u00a0and noteworthy aspect of SB 273, borne out of work with stakeholders and the goal to ensure energy improvements benefit\u00a0residents with the greatest needs. The program will have minimum expenditure requirements that ensure Michigan residents with low incomes or living in multi-family properties have equal access to energy efficiency\u00a0programs.\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p><span>\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p><span>\u201cThese bills are driven by the shared sentiment that energy should be affordable and reliable for all Michiganders,\u201d said Senate Majority Leader\u00a0<b>Winnie Brinks<\/b>\u00a0(D-Grand Rapids). \u201cThose values were our starting point\u00a0and the result is powerful legislation that will make our electric bills more reasonable, our grid more dependable and our state a cleaner and more sustainable place to live.\u201d\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p><span>\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p><span>Lastly, SB 502 would require the MPSC to prioritize reliability, safety\u00a0and resilience of utility systems\u00a0as well as\u00a0service quality, affordability, equitable\u00a0access to programs, meeting\u00a0plan requirements, overall cost-effectiveness\u00a0and nondiscrimination.\u00a0Additionally, the bill\u00a0emphasizes the importance of public input and representation for utility customers, ensuring their interests are adequately addressed.\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p><span>\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p><span>\u201cIn addition to requiring utilities to meet clean energy standards, by integrating equity into the regulatory process, we will enable the MPSC to evaluate the effects of power generation\u00a0in communities impacted by environmental injustice,\u201d\u00a0Sen.\u00a0<b>Shink<\/b>\u00a0said. \u201cThese communities, often consisting of a higher proportion of people\u00a0facing economic struggles and people of color, bear a disproportionate burden of pollution from power generation and are more susceptible to the adverse effects of climate change.\u201d\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p><span>\u00a0\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p><span>These bills make significant and historic progress\u00a0toward a sustainable future for Michigan\u00a0and\u00a0lay a solid foundation for continued work to improve Michigan\u2019s energy industry and protect our air, land\u00a0and water.
