The Fiscal Year 2025 State Budget builds on last year\u2019s transformative budget by continuing to invest in children and families, students and workers, public safety, community development, and more.<\/span><\/p>\n<p><span>This Democratic majority views the state budget as both a values statement and a financial plan. Our cornerstones for the 2025 budget \u2014 transformational, innovative, equitable, and intentional \u2014 reflect the priorities established last year. Read more <a href=\"https:\/\/senatedems.com\/blog\/2024\/06\/27\/budget-building-up-michigan\/\" title=\"https:\/\/senatedems.com\/blog\/2024\/06\/27\/budget-building-up-michigan\/\" data-outlook-id=\"418bb986-6fad-4b51-bf75-00889b23b685\">here<\/a>.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><i><b>Michigan Senate Passes Legislative Package to Establish a State-Based Health Insurance Exchange<\/b><\/i><\/p>\n<p><span>Michigan Senate passed Senate Bills <a href=\"https:\/\/legislature.mi.gov\/Bills\/Bill?ObjectName=2023-SB-0633\" title=\"https:\/\/legislature.mi.gov\/Bills\/Bill?ObjectName=2023-SB-0633\" data-outlook-id=\"c04d765e-97ff-4c9d-bdaa-1d4a5d5fcf80\">633-638<\/a> to transition Michigan away from the federally managed health insurance marketplace to a <a href=\"https:\/\/senatedems.com\/blog\/2024\/06\/26\/health-insurance-exchange\/\" title=\"https:\/\/senatedems.com\/blog\/2024\/06\/26\/health-insurance-exchange\/\" data-outlook-id=\"297a69f1-8381-4cd8-afb9-d5e64dff28bb\">State-Based Exchange (SBE)<\/a>, helping to provide the state with greater flexibility to meet the health care needs of Michiganders.<\/span><\/p>\n<p><span>In the past decade, the ACA has grown in popularity across the country and here in Michigan. During the 2024 open enrollment period, for example, 418,000 Michiganders purchased coverage through the federal marketplace, which was a 30% increase from the previous year and the highest enrollment rate in the state\u2019s history.<\/span><\/p>\n<p><span>This six-bill package amends Michigan\u2019s insurance code to establish an SBE and lays out the parameters and duties of the exchange and governing board. As a result, the state would provide the infrastructure, website and support for individuals and small businesses to purchase plans beginning January 1, 2026.<\/span><\/p>\n<p><span>This legislation now heads to the Michigan House for their consideration.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><i><b>Senate Passes Legislation to Expand Freedom of Information Act to Include Governor, Legislature<\/b><\/i><\/p>\n<p><span>The Senate took a historic vote in support of <a href=\"https:\/\/senatedems.com\/moss\/2024\/06\/26\/foia\/\" title=\"https:\/\/senatedems.com\/moss\/2024\/06\/26\/foia\/\" data-outlook-id=\"69c81874-f6bd-4972-a88c-13004f791f5b\">bipartisan legislation to expand the application of the Freedom of Information Act <\/a>(FOIA) to the Michigan Legislature and the governor\u2019s office, a significant step forward to increase transparency within state government. Senate Bills <a href=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2023-SB-0669\" title=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2023-SB-0669\" data-outlook-id=\"08c7d100-ab79-4c16-b725-102190ee4191\">669<\/a> and <a href=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2023-SB-0670\" title=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2023-SB-0670\" data-outlook-id=\"7e5d0981-b19e-4ffe-be4b-41257b40dfd2\">670<\/a> each passed with a 36-2 vote.<\/span><\/p>\n<p><span>Enacted in 1976, Michigan\u2019s FOIA law is one of the few in the nation that exempts state lawmakers and the governor\u2019s office from records requests. This significant gap in the law contributed to Michigan receiving an \u201cF\u201d grade in government integrity from the national Center for Public Integrity\u2019s 2015 report, where the state ranked last overall, failing in 10 out of 13 categories, including public access to information, executive accountability, and legislative accountability.<\/span><\/p>\n<p><span>The bills now move to the House.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><i><b>Legislation Introduced to Enhance Protections for Vulnerable Adults<\/b><\/i><\/p>\n<p><span>Elderly individuals and vulnerable adults are at high risk of being subject to abuse and exploitation at the hands of family members, friends, or other close associates. To keep Michiganders safe from harm, Sens. <b>Veronica Klinefelt<\/b> (D-Eastpointe), <b>Sarah Anthony<\/b> (D-Lansing), <b>Kevin Hertel<\/b> (D-St. Clair Shores), and <b>Jeff Irwin<\/b>(D-Ann Arbor) introduced Senate Bills <a href=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2024-SB-0922\" title=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2024-SB-0922\" data-outlook-id=\"82941f9c-62f0-4abd-b332-c072866c5f7a\">922<\/a>&#8211;<a href=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2024-SB-0925\" title=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2024-SB-0925\" data-outlook-id=\"8a2c434b-d1e7-482a-98f9-9483b356559f\">925<\/a> last month to better protect those who are unable to protect themselves because of advanced age or a mental or physical impairment. In acknowledgement, I spoke at the \u201cPeople vs. Dobbs\u201d demonstration on the capitol lawn to discuss the impact of that decision and the ongoing fight for women&#8217;s rights in Michigan. Track chairs are all-terrain, electric wheelchairs that can handle rugged terrain and up to 8 inches of water. These are an integral resource for visitors navigating the diverse landscapes of state parks, and Michigan now proudly boasts the most track chairs for public use in any state park system.<\/span><\/p>\n<p><span>The DNR\u2019s commitment to inclusivity across its parks and recreation areas allows everyone to enjoy a quintessential part of the Great Lakes State. <a href=\"https:\/\/www.michigan.org\/article\/michigan-all-are-welcome\" title=\"https:\/\/www.michigan.org\/article\/michigan-all-are-welcome\" data-outlook-id=\"9f55a135-6929-4e3c-81c2-b2a89d3bf63f\">Click here<\/a> for more information on accessibility in Michigan\u2019s state parks.<\/span><\/p>\n<p><span><i><b><\/b><\/i><\/span><\/p>\n<p><span><i><b>Tips to Help Protect Your Animals Over the Summer<br \/><\/b><\/i><\/span><\/p>\n<p><span>As we experienced during last week\u2019s heat wave, summer can be an especially dangerous time for not only our families and communities, but also our pets and animals. The Michigan Department of Agriculture and Rural Development (MDARD) has coordinated helpful tips to help keep your pets safe and cool over the warm summer months:<\/span><\/p>\n<ul>\n<li>Provide unlimited, cool, clean, fresh water:<\/li>\n<ul>\n<li>Just like people, animals can quickly become parched in hot temperatures. No matter the species, animals should always have access to unlimited cool, clean, fresh water to prevent dehydration. If you bring your pet in public, be sure to bring along hydration options and avoid using communal water bowls.<\/li>\n<\/ul>\n<li>Know your animal\u2019s limits and ability to tolerate heat:<\/li>\n<ul>\n<li>An animal\u2019s age, breed, type of coat, and health history \u2014 among other factors \u2014 can all play a role in their ability to tolerate heat. Keep an eye out for signs of heat stress, including increased panting or drooling and being more lethargic. If they are displaying any signs of heat stress, immediately move your animal to a cooler area.<\/li>\n<\/ul>\n<li>Test surfaces to ensure they won\u2019t burn paws:<\/li>\n<ul>\n<li><span>Surfaces like asphalt, concrete, and sand can really heat up in the sun, which can burn paws or make a walk extremely uncomfortable for your pets. To test if a surface is too hot, touch it with the palm of your hand. If the surface is too hot for you, it means that it\u2019s too hot for your pet as well. Consider taking a different route that is mostly grass or waiting until the evening when everything has had a chance to cool down.<\/span><\/li>\n<\/ul>\n<li>Avoid harmful algal blooms (HABs) in bodies of water:<\/li>\n<ul>\n<li>HABs form due to a rapid growth of cyanobacteria, also called blue-green algae, which are naturally found in lakes, rivers, and ponds. To prevent illness in your pets, keep them out of areas with scum or discolored water, rinse them off after contact with any lake water, and bring clean, fresh water for them to drink.<\/li>\n<li>If your animal becomes sick after contact with a suspected HAB, please call your veterinarian immediately.<\/li>\n<li>Animal illnesses due to HABs are also reportable to MDARD. Leaving windows cracked open and\/or parking in the shade does little to improve the situation. In these conditions, it is best to leave pets at home when you need to go out and about.<\/li>\n<\/ul>\n<li>Ensure animals have a place to cool down:<\/li>\n<ul>\n<li>Animals know when they are too hot and will usually try to seek out a place where they can safely cool down.
