LANSING, Mich. (<\/span>Ma<\/span>y\u00a0<\/span><\/span>9<\/span>,<\/span>\u00a02023) \u2014\u00a0<\/span><\/span>Sen.\u00a0<\/span><\/span><\/span>Sue Shink<\/strong><\/span><\/span>\u00a0(D-<\/span>Northfield Twp<\/span>)<\/span><\/span>\u00a0and the\u00a0<\/span><\/span>Michigan\u00a0<\/span><\/span>Senate voted today to pass\u00a0<\/span><\/span>its first set of<\/span>\u00a0budget bills, including the\u00a0<\/span><\/span>Michigan\u00a0<\/span><\/span>Department of\u00a0<\/span><\/span>Corrections\u00a0<\/span><\/span>(MDOC)\u00a0<\/span><\/span>and Judiciary<\/span>\u00a0budget<\/span>s<\/span>,\u00a0<\/span><\/span><\/span>Senate Bill<\/span>s<\/span>\u00a0<\/span><\/span>1<\/span>91<\/span><\/span><\/a>\u00a0and\u00a0<\/span><\/span><\/span>192<\/span><\/span><\/a>. As Chair of the\u00a0<\/span><\/span>Corrections and Judiciary<\/span>\u00a0Appropriations Subcommittee<\/span>,<\/span>\u00a0and<\/span>\u00a0<\/span>as\u00a0<\/span><\/span>an\u00a0<\/span><\/span>attorney<\/span>\u00a0herself<\/span>,\u00a0<\/span><\/span>Sen<\/span>.\u00a0<\/span><\/span>Shink h<\/span>e<\/span>lped craft budget<\/span>s<\/span>\u00a0that balances the needs of the state\u2019s courts and prisons\u00a0<\/span><\/span>as well as those of justice-involved individuals and their families as they work toward rehabilitation<\/span>.<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

\u201cThe MDOC and Judiciary budgets, as with all the budgets my Senate Democratic colleagues and I are moving, are about how we can help people,<\/span>\u201d said Sen.\u00a0<\/span><\/span><\/span>Shink<\/span><\/strong>.\u00a0<\/span><\/span><\/span>\u201c<\/span>The MDOC budget includes funding\u00a0<\/span><\/span><\/span>to improve the working conditions for\u00a0<\/span><\/span>COs in Jackson in my district and in facilities around<\/span>\u00a0<\/span>the state\u00a0<\/span><\/span>to help with retention and attraction<\/span>\u00a0and stem the turnover challenges in the industry<\/span>.\u00a0<\/span><\/span>And i<\/span>t also\u00a0<\/span><\/span>creates some new, innovative programs and investments to\u00a0<\/span><\/span>ensure that when incarcerated people are released, they have the tools they need to reduce recidivism<\/span>, saving money for the state while improving the lives of these individuals and their families.\u201d<\/span>\u00a0<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

\n

Some highlights of the MDOC budget include<\/strong>:<\/span><\/span> <\/span><\/p>\n

<\/span><\/span><\/strong><\/p>\n

    \n
  • Additional<\/span>\u00a0<\/span>F<\/span>unding for\u00a0<\/span>M<\/span>edication<\/span>-A<\/span>ssisted<\/span>\u00a0<\/span>T<\/span>reatment<\/span><\/span>\u00a0<\/span><\/span><\/strong>(MAT)<\/span><\/strong>.\u00a0<\/span><\/span>This proposal would<\/span><\/span>\u00a0<\/span>establish<\/span>\u00a0four prison sites<\/span>\u00a0and\u00a0<\/span>hiring<\/span>\u00a0approximately 78 full-time<\/span>\u00a0<\/span>employees\u00a0<\/span>to administer MAT\u00a0<\/span>for substance use disorders,\u00a0<\/span>with each site having the capacity to treat up to 400 patients.<\/span><\/span>\u00a0<\/span><\/li>\n
  • Money to Create a Pilot Program with\u00a0<\/span>Nation Outside<\/span><\/strong>.<\/span>\u00a0<\/span><\/span>This would create a<\/span>\u00a0statewide peer-led reentry program for prisoners,\u00a0<\/span><\/span>establish<\/span>\u00a0industry standards for peer mentoring focused on reentry, and create economic mobility for formerly incarcerated people.<\/span><\/span> <\/span><\/span><\/li>\n
  • Funding for\u00a0<\/span>Mama<\/span>\u2019<\/span>s Mobile Milk<\/span><\/strong>.<\/span><\/span>\u00a0<\/span>This investment would support a c<\/span>ommunity approach to maternal\/infant separation by\u00a0<\/span>providing<\/span>\u00a0a human milk delivery program when mother\/infant are separated due to NICU hospitalization, temporary foster care, custodial issues<\/span>, and\u00a0<\/span>incar<\/span>ceration<\/span>.<\/span><\/span> <\/span><\/span><\/li>\n
  • Additional<\/span>\u00a0<\/span>F<\/span>unding for\u00a0<\/span>E<\/span>mployee\u00a0<\/span>W<\/span>ellness<\/span><\/span><\/strong>\u00a0<\/span>t<\/span><\/span>o be used for post-traumatic stress outreach, treating mental health issues, peer<\/span>–<\/span>support programs, and\u00a0<\/span>providing<\/span>\u00a0mental health programming for MDOC staff.<\/span><\/span> <\/span><\/span><\/li>\n
  • Funding to Create\u00a0<\/span>Pilot\u00a0<\/span>P<\/span>rogram with\u00a0<\/span>Eastern Michigan University and\u00a0<\/span><\/strong>Women\u2019s Huron Valley Correctional Facility<\/strong>\u00a0<\/span><\/span>to help encourage and support incarcerated women to pursue b<\/span>achelor\u2019s<\/span>\u00a0degree<\/span>s and improve their future financial and professional prospects.<\/span><\/span>\u00a0<\/span><\/span><\/li>\n<\/ul>\n<\/div>\n

        Th<\/span>e<\/span>\u00a0<\/span>proposed\u00a0<\/span><\/span>Judiciary\u00a0<\/span><\/span>budget\u00a0<\/span><\/span>also includes a number of significant investments to support the courts and improve\u00a0<\/span><\/span>their\u00a0<\/span><\/span>processes.<\/span>\u00a0The budget\u00a0<\/span><\/span>continues to address juvenile resentencing need<\/span>s by\u00a0<\/span><\/span>providing<\/span>\u00a0<\/span>additional<\/span>\u00a0funding and a new youth defense unit<\/span>\u00a0to\u00a0<\/span><\/span>assist<\/span>\u00a0juveniles who are unable to afford an attorney<\/span>.\u00a0<\/span><\/span>The budget<\/span>\u00a0builds upon the efforts of\u00a0<\/span><\/span>the\u00a0<\/span><\/span>court system to become more efficient and just in their performance<\/span>\u00a0and invests in\u00a0<\/span><\/span>efforts to bring the case management system and our courts into the 21st\u00a0<\/span><\/span>C<\/span>entury.<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n<\/div>\n

        \u201cThe Judiciary budget responds directly to the needs of the court system itself and the judges, attorneys, clerks and more who use it<\/span>\u00a0to modernize the system and make it more efficient and user-friendly. We also\u00a0<\/span><\/span>provide<\/span>\u00a0money to follow some of the recommendations of advocates and stakeholders to better\u00a0<\/span><\/span>support justice-involved juveniles,\u201d\u00a0<\/span><\/span><\/span>Shink<\/span><\/span>\u00a0said.<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

        <\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

        \n

        Today\u2019s passage of the MDO<\/span>C, Judiciary<\/span>\u00a0and other budget bills by the full Senate\u00a0<\/span><\/span>marks the culmination of months of work and a turning point<\/span>\u00a0in the budget process. The proposed budgets will continue to be negotiated with the House and governor\u2019s office<\/span>\u00a0to reach final funding decisions<\/span>.<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n
