LANSING, Mich. (<\/span>June\u00a0<\/span><\/span>30<\/span>, 2023) \u2014\u00a0<\/span><\/span>This week<\/span>,\u00a0<\/span><\/span>Sen<\/span>.<\/span>\u00a0<\/span><\/span>Dayna\u00a0<\/span>Polehanki<\/span><\/strong>\u00a0<\/span><\/span>(D-Livonia)<\/span>\u00a0<\/span>and the Michigan Senate Democrats passed their first majority-led state budget in 40 years, and with it, transformational change for Michigan and the kids, families, workers, business owners and seniors who call our state home.\u00a0<\/span><\/span>The budget bills were\u00a0<\/span><\/span><\/span>House Bill 4437<\/span><\/span><\/a>,\u00a0<\/span><\/span>which includes funding for all state departments for 2024, and\u00a0<\/span><\/span><\/span>Senate Bill 173<\/span><\/span><\/a>,<\/span><\/span>\u00a0<\/span><\/span>which<\/span><\/span>\u00a0<\/span><\/span>covers school funding for the upcoming school year. Both bills passed the Senate with bipartisan support and were given immediate effect<\/span>.\u00a0\u00a0<\/span><\/span>\u00a0<\/span><\/p>\n

Some of the highlights of the school<\/span>\u00a0budget include:<\/span><\/span>\u00a0<\/span><\/span><\/p>\n<\/div>\n

  • \n

    Funding for universal school meals to ensure no Michigan child\u00a0<\/span><\/span>has to<\/span>\u00a0go hungry;<\/span><\/span>\u00a0<\/span><\/p>\n<\/li>\n

  • \n

    The largest<\/span>\u00a0foundation allowance increase<\/span>\u00a0(5%)<\/span>\u00a0in state history<\/span>;<\/span><\/span>\u00a0<\/span><\/p>\n<\/li>\n

  • \n

    <\/span>A 50% funding increase for English-Language Learners<\/span>;<\/span><\/span>\u00a0<\/span><\/p>\n<\/li>\n

  • \n

    A 100% weighted formula for special education students, closing the funding gap<\/span>;<\/span><\/span>\u00a0<\/span><\/p>\n<\/li>\n

  • \n

    $204.5 million for at-risk students, including an<\/span>\u00a0<\/span>Opportunity Index to improve funding equity<\/span>; and<\/span><\/span>\u00a0<\/span><\/p>\n<\/li>\n

  • \n

    G<\/span>reat\u00a0<\/span><\/span>S<\/span>tart\u00a0<\/span><\/span>R<\/span>eadiness\u00a0<\/span><\/span>P<\/span>rogram<\/span>\u00a0eligibility expansion and a 5-<\/span>day preschool\u00a0<\/span><\/span>option<\/span>.<\/span><\/span>\u00a0<\/span><\/p>\n<\/li>\n<\/ul>\n<\/div>\n

    \u201cAs a former educator and an ongoing advocate for our kids, teachers, and schools, I am so proud to help deliver this monumental school budget that invests in\u00a0<\/span><\/span>the areas of greatest need for\u00a0<\/span><\/span>our\u00a0<\/span><\/span>students and our\u00a0<\/span><\/span>school system<\/span>,\u201d said Sen.\u00a0<\/span><\/span><\/span>Polehanki<\/span><\/span>. \u201cWe are ensuring that all kids have the food they need to thrive<\/span>\u00a0and<\/span>\u00a0the supports they need to succeed<\/span>, and that their schools have the funding\u00a0<\/span><\/span>necessary to address all students\u2019 needs.\u201d\u00a0<\/span><\/span><\/span>\u00a0<\/span>

    The education budget<\/span>\u00a0also includes significant investments in school transportation and\u00a0<\/span><\/span>infrastructure<\/span>.<\/span>\u00a0It also addresses teacher compensation via a per-pupil grant to be used\u00a0<\/span><\/span>for te<\/span>acher bonuses and a $225 million pilot program for student loan stipends for teachers<\/span>\u00a0<\/span>to\u00a0<\/span><\/span>help improve teacher recruitment and retention and counter<\/span>\u00a0our state\u2019s teacher shortage crisis.<\/span><\/span> <\/span><\/p>\n

    HB 4437 also included a number of transformative wins, making the 2024 budget one of the most inclusive and equitable state budgets in Michigan\u2019s history.<\/span>\u00a0The budget reinvests in Michigan\u2019s communities and people, and it will generate significant, positive change around the state. This includes historic investments in\u00a0<\/span>p<\/span>ublic\u00a0<\/span>h<\/span>ealth and\u00a0<\/span>s<\/span>afety,\u00a0<\/span>i<\/span>nfrastructure,\u00a0<\/span>c<\/span>ulture and\u00a0<\/span>r<\/span>ecreation,\u00a0<\/span>d<\/span>iversity,\u00a0<\/span>e<\/span>quity<\/span>\u00a0and\u00a0<\/span>i<\/span>nclusion,\u00a0<\/span>w<\/span>orkforce<\/span>\u00a0and\u00a0<\/span>t<\/span>alent\u00a0<\/span>d<\/span>evelopment<\/span>.<\/span>\u00a0<\/span>The budget is also<\/span>\u00a0<\/span>f<\/span>iscal<\/span>ly<\/span>\u00a0<\/span>r<\/span>esponsibl<\/span>e<\/span>, including funding for the Budget Stabilization Fund and debt service for the Michigan Department of Transportation.<\/span><\/span><\/p>\n

    The 2024 state budget also included <\/span>over $30 million\u00a0<\/span>that\u00a0<\/span>Sen.\u00a0<\/span><\/span>Polehanki<\/span><\/span><\/strong>\u00a0<\/span><\/strong>helped\u00a0<\/span>obtain for\u00a0<\/span>a number of<\/span>\u00a0priorities in\u00a0<\/span>her\u00a0<\/span>district<\/span>, Senate District 5<\/span>.<\/span>\u00a0Michigan\u2019s 5th Senate District includes part of<\/span>\u00a0<\/span>Livonia<\/span>\u00a0<\/span>and all of<\/span>\u00a0<\/span>Canton Township<\/span>,<\/span>\u00a0<\/span>Garden City<\/span>,<\/span>\u00a0<\/span>Inkster<\/span>, and<\/span>\u00a0<\/span>Westland<\/span>.<\/span><\/span> <\/span><\/p>\n

    There is also significant transparency built into this budget and its implementation. Throughout the process, Senate Democrats have been in constant communication with their constituents and communities, their Republican counterparts, as well as organizations and residents from around the state to inform this state budget.<\/span><\/span> <\/span><\/p>\n

    In addition, the budget includes language and improved requirements around transparency and reporting, for the first time requiring all state departments to publicly report and post online all specific earmarks and enhancement grants, and <\/span>identify<\/span>\u00a0the legislator associated with them. The reporting is officially\u00a0<\/span>required<\/span>\u00a0to begin in January 2024, and the departments must publicly promote this information by September 2024, though Senate Democrats will be working to make that information accessible as soon as\u00a0<\/span>it\u2019s<\/span> available.<\/span><\/p>\n
