(June 25, 2025) \u2014 From big cities to small rural towns, gun violence hits communities in every corner of our state. Building on a <u><a id=\"OWAdf1a3705-5417-5517-2dcc-93754ee86625\" class=\"x_Hyperlink x_SCXW52047942 x_BCX0 x_OWAAutoLink\" data-auth=\"NotApplicable\" rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/senatedems.com\/blog\/2024\/06\/21\/gun-violence-awareness-month\/\" title=\"https:\/\/senatedems.com\/blog\/2024\/06\/21\/gun-violence-awareness-month\/\" data-linkindex=\"1\">slate of gun safety policies Michigan Democrats ushered into law in recent years<\/a><\/u> to address this crisis, Senate Democrats passed three additional policies today to keep Michiganders safe from senseless violence.<\/div>\n<div class=\"x_elementToProof\">\n<p>Among the common-sense gun safety measures passed were bills to:<\/p>\n<\/div>\n<ul>\n<li>\n<div class=\"x_elementToProof\" role=\"presentation\"><b>Prohibit bump stocks<\/b>, a device that can convert semi-automatic firearms into machine guns in a matter of minutes;<\/div>\n<\/li>\n<li>\n<div class=\"x_elementToProof\" role=\"presentation\"><b>Serialize ghost guns<\/b>, which are fully functioning, untraceable firearms and the fastest-growing gun safety problem facing our country; and<\/div>\n<\/li>\n<li>\n<div class=\"x_elementToProof\" role=\"presentation\"><b>Keep the Michigan Capitol complex safe<\/b> from gun violence to ensure a secure environment for students, teachers, parents, advocates, and lawmakers.<\/div>\n<\/li>\n<\/ul>\n<div class=\"x_elementToProof\" aria-hidden=\"true\"><\/div>\n<div class=\"x_elementToProof\">\n<p>This action coincides with National Gun Violence Awareness Month, a time when communities across the nation come together to honor survivors of gun violence and build community with those working to address this pervasive issue.<\/p>\n<p><b>Prohibiting Bump Stocks<\/b><\/p>\n<\/div>\n<div class=\"x_elementToProof\">\n<p>Bump stocks are a deadly device that allows a user to essentially convert a semi-automatic firearm into a machine gun in a matter of minutes. In recent years, bump stocks have become a popular tool among mass shooters and other criminals as they dramatically increase a gun\u2019s rate of fire. Most notably, rifles modified with bump stocks were used in the <span><u><a id=\"OWA1bf24562-b1d0-df9d-1f3e-92d8e0ea0e8a\" class=\"x_Hyperlink x_SCXW52047942 x_BCX0 x_OWAAutoLink\" data-auth=\"NotApplicable\" rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/www.nbcnews.com\/storyline\/las-vegas-shooting\/las-vegas-shooting-deadliest-modern-u-s-history-n806486\" title=\"https:\/\/www.nbcnews.com\/storyline\/las-vegas-shooting\/las-vegas-shooting-deadliest-modern-u-s-history-n806486\" data-linkindex=\"2\">deadliest mass shooting in modern U.S. history<\/a><\/u><\/span>, where a lone shooter fired over 1,000 rounds in just 11 minutes, killing nearly 60 concert goers and leaving hundreds of others critically injured.<\/p>\n<p>Currently, 17 other states have laws to prohibit the possession of bump stocks and other multiburst trigger activators \u2014 Michigan is not one of them. <span><u><a id=\"OWA45c6ae11-893a-8756-797a-7baae0943fe6\" class=\"x_Hyperlink x_SCXW52047942 x_BCX0 x_OWAAutoLink\" data-auth=\"NotApplicable\" rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2025-SB-0224\" title=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2025-SB-0224\" data-linkindex=\"3\">Senate Bill 224<\/a><\/u><\/span>, sponsored by Sen. <b>Dayna Polehanki<\/b> (D-Livonia), seeks to rectify the issue and keep these dangerous devices out of the hands of Michigan residents by adding bump stocks to the list of weapons prohibited in the state.<\/p>\n<p>\u201cWhether they shoot for sport or self-defense, civilians have no need for a device that allows them to shoot hundreds of bullets in a matter of minutes,\u201d said Sen. <b>Polehanki<\/b>. \u201cBump stocks are designed for one purpose only \u2014 to inflict maximum carnage in the shortest amount of time. By prohibiting this deadly device, we&#8217;re sending a clear message: Michigan will not stand by while tools of mass violence threaten our communities and our sense of safety.\u201d<\/p>\n<p><b>Serializing Ghost Guns<\/b><\/p>\n<\/div>\n<div class=\"x_elementToProof\">\n<p>Also passed by Senate Democrats were Senate Bills <span><u><a id=\"OWAfafa3513-1522-4e54-1f75-23c06f1d309a\" class=\"x_Hyperlink x_SCXW52047942 x_BCX0 x_OWAAutoLink\" data-auth=\"NotApplicable\" rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2025-SB-0331\" title=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2025-SB-0331\" data-linkindex=\"4\">331<\/a><\/u><\/span> and <span><u><a id=\"OWA1c6e6b02-5fcd-8e99-89d7-fed4cd81ce86\" class=\"x_Hyperlink x_SCXW52047942 x_BCX0 x_OWAAutoLink\" data-auth=\"NotApplicable\" rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2025-SB-0332\" title=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2025-SB-0332\" data-linkindex=\"5\">332<\/a><\/u><\/span>, sponsored by Sen. <b>Mallory McMorrow<\/b> (D-Royal Oak). This package would prohibit the purchase, possession, and distribution of firearms without valid serial numbers, also known as \u201cghost guns.\u201d Ghost guns often come in kits or can be assembled from 3-D printed parts, often in less than an hour, and they pose the fastest-growing gun safety problem facing our country.<\/p>\n<p>\u201cGhost guns are deliberately designed to evade accountability \u2014 no background checks, no serial numbers, and no way to trace them once they\u2019re used in a crime,\u201d said Sen. <b>McMorrow<\/b>. \u201cAs we see law enforcement officers recovering these untraceable firearms at an alarming rate, Michigan can\u2019t afford to wait. Just as rapidly as new weapon production methods emerge and evolve, so too must our laws and public safety efforts. Our communities deserve nothing less.\u201d<\/p>\n<p>Throughout the nation, <span><u><a id=\"OWAa1e7306e-ff3b-45d5-57ae-407aa915fd82\" class=\"x_Hyperlink x_SCXW52047942 x_BCX0 x_OWAAutoLink\" data-auth=\"NotApplicable\" rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/everytownresearch.org\/issue\/ghost-guns\/\" title=\"https:\/\/everytownresearch.org\/issue\/ghost-guns\/\" data-linkindex=\"6\">15 states<\/a><\/u><\/span> have adopted policies to address this public safety issue, and in March of this year, the U.S. Supreme Court upheld the constitutionality of such regulations in a 7-2 ruling.<\/p>\n<p><b>Keeping the Michigan Capitol Safe for Visitors<\/b><\/p>\n<\/div>\n<div class=\"x_elementToProof\">\n<p>To ensure the safety of all those who visit the Capitol complex \u2014 including students, teachers, community advocates, and legislative staff \u2014 the chamber passed Senate Bills <span><u><a id=\"OWA43495839-ad4c-72d8-6772-896bbe168803\" class=\"x_Hyperlink x_SCXW52047942 x_BCX0 x_OWAAutoLink\" data-auth=\"NotApplicable\" rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2025-SB-0225\" title=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2025-SB-0225\" data-linkindex=\"7\">225<\/a><\/u><\/span> and <span><u><a id=\"OWAc4cc9d57-c177-d81c-6df3-fe92f8ec8e6f\" class=\"x_Hyperlink x_SCXW52047942 x_BCX0 x_OWAAutoLink\" data-auth=\"NotApplicable\" rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2025-SB-0226\" title=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2025-SB-0226\" data-linkindex=\"8\">226<\/a><\/u><\/span>, sponsored by Sens. <b>Polehanki <\/b>and <b>Rosemary Bayer<\/b> (D-West Bloomfield). This legislation seeks to codify the Capitol Commission\u2019s ruling that prohibits both the concealed and open carry of firearms in the Michigan State Capitol Building and would also ensure that this applies to the Anderson House Office Building and Binsfeld Senate Office Building. Currently, 26 other states across the country have similar measures in place to uphold the safety of capitol visitors.<\/p>\n<p>\u201cDemocracy works best when people can speak up and take part without fear of violence,\u201d said Sen. <b>Bayer<\/b>. \u201cEvery day, kids and school groups walk our Capitol halls and learn about the legislative process. Volunteers and organizers advocate for policies to better their communities. And dedicated staff perform the work that\u2019s essential to keeping our state up and running. All of these people are vital to our democracy, and they deserve to feel safe while participating in it. This legislation will help us achieve that.\u201d<\/p>\n<p>Earlier this month, the Senate also adopted <span><u><a id=\"OWA0609b589-09ec-f3fd-d648-7501ab104938\" class=\"x_Hyperlink x_SCXW52047942 x_BCX0 x_OWAAutoLink\" data-auth=\"NotApplicable\" rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2025-SR-0054&amp;QueryID=171426662\" title=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2025-SR-0054&amp;QueryID=171426662\" data-linkindex=\"9\">a resolution<\/a><\/u><\/span> led by Sen. <b>McMorrow <\/b>to recognize June 2025 as Gun Violence Awareness Month. These actions <span><u><a id=\"OWA89b02ff2-b8e0-e034-a7aa-8df444f01b8a\" class=\"x_Hyperlink x_SCXW52047942 x_BCX0 x_OWAAutoLink\" data-auth=\"NotApplicable\" rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/senatedems.com\/blog\/2024\/06\/21\/gun-violence-awareness-month\/\" title=\"https:\/\/senatedems.com\/blog\/2024\/06\/21\/gun-violence-awareness-month\/\" data-linkindex=\"10\">build on significant progress<\/a><\/u><\/span> championed by Michigan Democrats during the 102nd Legislature, including legislation that:<\/p>\n<\/div>\n<div class=\"x_elementToProof\" aria-hidden=\"true\"><\/div>\n<ul>\n<li>\n<div class=\"x_elementToProof\" role=\"presentation\"><span><b><u><a id=\"OWAb71826c0-ad82-95d0-0c4f-151ca68cbeee\" class=\"x_Hyperlink x_SCXW52047942 x_BCX0 x_OWAAutoLink\" data-auth=\"NotApplicable\" rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/senatedems.com\/hertel\/2023\/03\/16\/life-saving-action-on-gun-violence-prevention\/\" title=\"https:\/\/senatedems.com\/hertel\/2023\/03\/16\/life-saving-action-on-gun-violence-prevention\/\" data-linkindex=\"11\">Strengthens background checks<\/a><\/u><\/b><\/span> to close the private sale loophole;<\/div>\n<\/li>\n<li>\n<div class=\"x_elementToProof\" role=\"presentation\"><span><b><u><a id=\"OWAc823eb88-4802-7bf4-9230-dd22ef0e40c2\" class=\"x_Hyperlink x_SCXW52047942 x_BCX0 x_OWAAutoLink\" data-auth=\"NotApplicable\" rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/senatedems.com\/hertel\/2023\/03\/16\/life-saving-action-on-gun-violence-prevention\/\" title=\"https:\/\/senatedems.com\/hertel\/2023\/03\/16\/life-saving-action-on-gun-violence-prevention\/\" data-linkindex=\"12\">Promotes safe storage<\/a><\/u><\/b><\/span> by creating child access protection laws to keep legal firearms safely and securely stored and out of the hands of children and teens;<\/div>\n<\/li>\n<li>\n<div class=\"x_elementToProof\" role=\"presentation\"><span><b><u><a id=\"OWAeed7c443-ee99-4208-6947-3a59e9a16123\" class=\"x_Hyperlink x_SCXW52047942 x_BCX0 x_OWAAutoLink\" data-auth=\"NotApplicable\" rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/senatedems.com\/hertel\/2023\/03\/16\/life-saving-action-on-gun-violence-prevention\/\" title=\"https:\/\/senatedems.com\/hertel\/2023\/03\/16\/life-saving-action-on-gun-violence-prevention\/\" data-linkindex=\"13\">Allows courts to issue Extreme Risk Protection Orders<\/a><\/u><\/b><\/span> to temporarily intervene and suspend a person\u2019s access to firearms if they show clear warning signs of violence and pose an immediate threat to themselves or others;<\/div>\n<\/li>\n<li>\n<div class=\"x_elementToProof\" role=\"presentation\"><span><b><u><a id=\"OWA1d613d8c-5e8c-8fe7-3270-7e806b8ce09c\" class=\"x_Hyperlink x_SCXW52047942 x_BCX0 x_OWAAutoLink\" data-auth=\"NotApplicable\" rel=\"noreferrer noopener\" target=\"_blank\" href=\"https:\/\/senatedems.com\/chang\/2023\/10\/11\/protect-survivors-of-domestic-violence-2\/\" title=\"https:\/\/senatedems.com\/chang\/2023\/10\/11\/protect-survivors-of-domestic-violence-2\/\" data-linkindex=\"14\">Protects survivors of domestic violence<\/a><\/u><\/b><\/span><b> <\/b>by preventing those convicted of misdemeanor domestic violence crimes from possessing, using, purchasing, or carrying a firearm in Michigan for eight years;
