LANSING, Mich. (<\/span>March 2,\u00a0<\/span><\/span>2023) \u2014\u00a0<\/span><\/span>Today, Sen.<\/span>\u00a0<\/span><\/span>Sean McCann<\/span><\/span>\u00a0(D\u2013Kalamazoo) reintroduced\u00a0<\/span><\/span>legislation<\/span>,\u00a0<\/span><\/span><\/span>Senate Bill 133<\/span><\/span><\/a>,<\/span>\u00a0<\/span>that would\u00a0<\/span><\/span>allow county medical examiners or health officers to establish an Overdose Fatality Review Team (OFRT)\u00a0<\/span><\/span>to<\/span>\u00a0investigate overdose<\/span>–<\/span>related deaths.<\/span>\u00a0<\/span>These teams would work to better understand<\/span>\u00a0local<\/span>\u00a0risk factors, trends, and share recommendations with local health department<\/span>s<\/span>\u00a0and<\/span>\u00a0the<\/span>\u00a0Michigan Department of Health and Human Services (MDHHS).<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

\u201cIn recent years, we have seen the rise of opioids in our communities, which has had a devastating impact on families across our nation. It has become abundantly apparent that Michigan needs the same tools established in places like Arizona, West Virginia<\/span>,<\/span>\u00a0and Maryland<\/span>\u00a0to handle this rising crisis<\/span>,\u201d Sen.\u00a0<\/span><\/span><\/span>McCann<\/span><\/span>\u00a0said. \u201cWe need to give Michigan\u2019s medical examiners and community stakeholders an opportunity to use their expertise to review these trends and develop solutions to this growing epidemic.\u201d<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

SB<\/span>\u00a0133\u00a0<\/span><\/span>would provide county medical\u00a0<\/span><\/span>examiners with<\/span>\u00a0the legal authority to create<\/span>\u00a0an OFRT<\/span>\u00a0team and conduct\u00a0<\/span><\/span>their<\/span>\u00a0work, as well as provide\u00a0<\/span><\/span>them with<\/span>\u00a0the ability to grant appropriate confidentiality protections for the victims involved. State law already includes similar allowances for elder death review and child death review.<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

\u201cPreliminarily, the number of drug-related deaths investigated by our office for 13 Michigan\u00a0<\/span><\/span>c<\/span>ounties remained very high and essentially unchanged from 2021 to 2022. Approximately\u00a0<\/span><\/span>73<\/span>\u00a0percent of the drug-related deaths in 2022 involved at least one opioid, and over\u00a0<\/span><\/span>37<\/span>\u00a0percent involved methamphetamine,\u201d\u00a0<\/span><\/span>commented<\/span>\u00a0<\/span>Joyce L.\u00a0<\/span><\/span>deJong<\/span>, DO, Medical Examiner and founding chair of the Department of Pathology of Western Michigan University Homer Stryker M.D. School of Medicine. \u201cOverdose fatality review teams work to assess risk factors<\/span>\u00a0<\/span>and to identify gaps in access to harm reduction tools associated with these premature deaths. Providing counties with the ability to form these review teams will help guide mitigation strategies and assist the communities they serve with vital information about the arrival of novel substances.\u201d<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

An OFRT is a collaborative effort of community stakeholders, including the county medical examiner, county health officer, first responders, law enforcement, health care professionals, and others.<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n
