It is given its first reading, receives a number, and is assigned to a committee.<\/span><\/p>\n<p><b>COMMITTEE CONSIDERATION<\/b><\/p>\n<p><span style=\"font-weight: 400\">In committee, the sponsor requests a public hearing for the bill. The committee discusses the bill and hears comments. Public participation is encouraged!<\/span><\/p>\n<p><b>The committee can:<\/b><\/p>\n<ul>\n<li><span style=\"font-weight: 400\"> Pass the bill and send it to the floor (with or without amendments).<\/span><span style=\"font-weight: 400\"><br \/><\/span><span style=\"font-weight: 400\">\u2022 Pass it and send it to another committee.<\/span><span style=\"font-weight: 400\"><br \/><\/span><span style=\"font-weight: 400\">\u2022 Pass it and place it on the consent calendar (for noncontroversial items).<\/span><span style=\"font-weight: 400\"><br \/><\/span><span style=\"font-weight: 400\">\u2022 Send it to the floor or committee with no recommendation.<\/span><span style=\"font-weight: 400\"><br \/><\/span><span style=\"font-weight: 400\">\u2022 Kill it by voting it down, tabling it, ignoring it, or returning it to its author<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400\">When passed out of committee, the bill is given its second reading and scheduled to be discussed and debated by the whole chamber.<\/span><\/p>\n<p><b>FLOOR CONSIDERATION<\/b><\/p>\n<p><span style=\"font-weight: 400\">The bill is placed on the calendar for a floor vote. The bill is read for the third time and is then debated and voted upon by all members.<\/span><span style=\"font-weight: 400\"><br \/><\/span><b>IF PASSED<\/b><span style=\"font-weight: 400\">, the bill is sent to the other chamber. It then goes through the same process of committee and fl oor votes.<\/span><span style=\"font-weight: 400\"><br \/><\/span><b>IF BILLS DIFFER<\/b><span style=\"font-weight: 400\">, one chamber can concur with the other\u2019s amendments or the bills get referred to a conference committee. The conference committee of Senators and Representatives debate until they reach a compromise on<\/span><span style=\"font-weight: 400\"><br \/><\/span><span style=\"font-weight: 400\">the bill\u2019s language, and then the agreed upon bill is sent to each chamber for approval, where it receives another reading and a final vote.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The new bill is then sent to the Governor.<\/span><\/p>\n<p><span style=\"font-weight: 400\">If bills passed in both chambers are identical, they are sent to the Governor.<\/span><span style=\"font-weight: 400\"><br \/><\/span><span style=\"font-weight: 400\"><br \/><\/span><b>THE GOVERNOR SIGNS THE WHOLE BILL<\/b><span style=\"font-weight: 400\">, signs with line-item vetoes, vetoes the bill or pocket vetoes the bill.<\/span><span style=\"font-weight: 400\"><br \/><\/span><span style=\"font-weight: 400\"><br \/><\/span><b>IF VETOED<\/b><span style=\"font-weight: 400\">, the bill goes back to the legislature for reconsideration. A two thirds vote of both the Senate and House is required to overturn a veto.<\/span><span style=\"font-weight: 400\"><br \/><\/span><span style=\"font-weight: 400\"><br \/><\/span><span style=\"font-weight: 400\">If the Governor signs the bill, or if both chambers override the Governor\u2019s veto\u2026<\/span><span style=\"font-weight: 400\"><br \/><\/span><b>THE BILL BECOMES LAW!<\/b><\/p>\n<h3><b>TRACKING BILLS 101<\/b><\/h3>\n<p><span style=\"font-weight: 400\">Before something becomes a law, it must be written down as a bill. Every two years, or one legislative session, there are thousands of bills introduced \u2014 hundreds of which will be signed into law by the governor.<\/span><span style=\"font-weight: 400\"><br \/><\/span><span style=\"font-weight: 400\"><br \/><\/span><span style=\"font-weight: 400\">Visit the Michigan Legislature website at <\/span><span style=\"font-weight: 400\">legislature.mi.gov<\/span><span style=\"font-weight: 400\"> for all the latest information about the status of bills. A free service of the Legislative Service Bureau in cooperation with the Michigan Legislative Council, the Michigan House of Representatives, the Michigan Senate, and the Library of Michigan, this website features a robust search function for legislation introduced and passed.<\/span><span style=\"font-weight: 400\"><br \/><\/span><span style=\"font-weight: 400\"><br \/><\/span><span style=\"font-weight: 400\">Whether it\u2019s by number, sponsor, committee or content, you can find detailed bill information on the MILEG website, along with session calendars, journals, House and Senate audio and video feeds, the most recent bill activity and daily introductions of bills, as well as what bills have been passed and enrolled.<\/span><span style=\"font-weight: 400\"><br \/><\/span><span style=\"font-weight: 400\"><br \/><\/span><span style=\"font-weight: 400\">If there\u2019s a certain bill that you\u2019d like to track, you can register on the site for free, create your own \u201cwatch\u201d list of legislation and request an email notification be sent to you when a bill status changes.<\/span><\/p>\n<p><b>DID YOU KNOW?<\/b><\/p>\n<p><span style=\"font-weight: 400\">The proceedings of each day\u2019s work are published in the journals of both chambers \u2014 the Michigan House<\/span><span style=\"font-weight: 400\"><br \/><\/span><span style=\"font-weight: 400\">and Senate. In addition, the records of committee action on all bills and resolutions are available for public inspection. Public participation is encouraged!<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph {\"align\":\"center\"} -->\n<p class=\"has-text-align-center\"><strong><span style=\"color:#0067a3\" class=\"has-inline-color\">The committee can:<\/span><\/strong><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>\u2022 Pass the bill and send it to the floor (with or without amendments).<br>\u2022 Pass it and send it to another committee.<br>\u2022 Pass it and place it on the consent calendar (for noncontroversial items).<br>\u2022 Send it to the floor or committee with no recommendation.<br>\u2022 Kill it by voting it down, tabling it, ignoring it, or returning it to its author <\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>When passed out of committee, the bill is given its second reading and scheduled to be discussed and debated by the whole chamber.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph {\"align\":\"center\",\"style\":{\"color\":{\"text\":\"#0339b8\"}}} -->\n<p class=\"has-text-align-center has-text-color\" style=\"color:#0339b8\"><strong><span style=\"color:#0067a3\" class=\"has-inline-color\">FLOOR CONSIDERATION<\/span><\/strong><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>The bill is placed on the calendar for a floor vote. The bill is read for the third time and is then debated and voted upon by all members.<br><strong>IF PASSED<\/strong>, the bill is sent to the other chamber. It then goes through the same process of committee and fl oor votes.<br><strong>IF BILLS DIFFER<\/strong>, one chamber can concur with the other\u2019s amendments or the bills get referred to a conference committee. The conference committee of Senators and Representatives debate until they reach a compromise on<br>the bill\u2019s language, and then the agreed upon bill is sent to each chamber for approval, where it receives another reading and a final vote.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>The new bill is then sent to the Governor.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:image {\"align\":\"center\",\"id\":5696,\"width\":569,\"height\":123,\"sizeSlug\":\"large\",\"linkDestination\":\"none\"} -->\n<figure class=\"wp-block-image aligncenter size-large is-resized\"><img src=\"https:\/\/senatedems.com\/mccann\/wp-content\/uploads\/sites\/7\/2021\/04\/image-4.png\" alt=\"\" class=\"wp-image-5696\" style=\"width:569px;height:123px\"\/><\/figure>\n<!-- \/wp:image -->\n\n<!-- wp:paragraph {\"align\":\"center\"} -->\n<p class=\"has-text-align-center\">If bills passed in both chambers are identical, they are sent to the Governor.<br><br><strong>THE GOVERNOR SIGNS THE WHOLE BILL<\/strong>, signs with line-item vetoes, vetoes the bill or pocket vetoes the bill.<br><br><strong>IF VETOED<\/strong>, the bill goes back to the legislature for reconsideration. Every two years, or one legislative session, there are thousands of bills introduced \u2014 hundreds of which will be signed into law by the governor. <br><br>Visit the Michigan Legislature website at <a href=\"https:\/\/www.legislature.mi.gov\/(S(y3xq135a01bqmbdwvsgisfmq))\/mileg.aspx?page=home\">legislature.mi.gov<\/a> for all the latest information about the status of bills.
