LANSING, Mich. (<\/span>April 20<\/span>, 2023) \u2014\u00a0<\/span><\/span><\/span>Sen<\/span>.<\/span>\u00a0<\/span><\/span>Jeff Irwin<\/span><\/span>\u00a0(D<\/span>–<\/span>Ann Arbor) today announced Senate Bill 279 to help alleviate Michigan\u2019s health care provider shortages by removing unnecessary rules that prevent nurse practitioners from using the full extent of their graduate education, clinical\u00a0<\/span><\/span>training<\/span>\u00a0and national<\/span>\u00a0certifications to care for patients. Forty years of research shows that enabling Full Practice Authority (FPA) for nurse practitioners within their areas of expertise safely increases patients\u2019 access to quality health care and helps control costs.<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

\n

\u201cIt\u2019s<\/span>\u00a0time for Michigan to eliminate the outdated requirement that nurse practitioners must have a contract with a supervising physician,\u201d Sen.\u00a0<\/span><\/span><\/span>Irwin<\/span><\/span>\u00a0said. \u201cWe have a serious and growing shortage of health care professionals in Michigan, which makes it very dif<\/span>ficult to access primary care in many areas of the state, both urban and rural. Full Practice Authority for nurse practitioners will make Michigan more competitive with other states and help close the health care gaps we are seeing across the state.\u201d<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

Sena<\/span>te Bill 279 removes the state mandate for nurse practitioners to contract with a supervising physician\u00a0<\/span><\/span>in order to<\/span>\u00a0serve patients. If the legislation is approved and signed into law, Michigan will join 27 other states that allow FPA and bring Michigan in l<\/span>ine with current state Board of Nursing rules and national education and practice standards for nurse practitioners.<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

Sen. Irwin was joined at a Capitol press conference this morning by his colleague and bill co-sponsor, Sen.\u00a0<\/span><\/span><\/span>Rick Outman<\/span><\/span>\u00a0(R-Six Lakes), rep<\/span>resentatives of the Michigan Council of Nurse Practitioners and other health care advocates.<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

\u201cIn my mostly rural\u00a0<\/span><\/span>S<\/span>enate district, access to primary care can be very challenging,\u201d said Sen.\u00a0<\/span><\/span><\/span>Outman<\/span><\/span>. \u201cNot enough physicians are choosing to provide primary car<\/span>e, which leaves small towns across the state with a shortage of health care providers. By removing barriers to practice for nurse practitioners, we can help alleviate that shortage while ensuring quality care for patients.\u201d<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

Dr. Michael Weiner, chief medic<\/span>al officer for MSU Health Care<\/span><\/span>\u00a0notes that his experience as a physician working with nurse practitioners validates the argument that mandatory supervision rules are not needed in Michigan. \u201cNurse practitioners<\/span>\u00a0are exceptionally well qualified to practice independently in their areas of expertise,\u201d he said. \u201cEven with the ability to serve patients autonomously, nurse practitioners will remain a vital part of collaborative health care teams in hospital and clinic<\/span>al settings here at MSU and across the state.\u201d<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

Denise\u00a0<\/span><\/span>Soltow<\/span>\u00a0Hershey, past\u00a0<\/span><\/span>president<\/span>\u00a0and current legislative chair for the Michigan Council of Nurse Practitioners<\/span><\/span>, noted that mandatory supervision increases the cost of health care in Michigan and does not<\/span>hing to ensure that nurse practitioners are providing quality health care services. \u201cMany nurse practitioners have never met their supervising physician, nor have any of the NP\u2019s patients. It\u2019s time to bring Michigan in line with 27 other states, the Distr<\/span>ict of Columbia and the federal VA hospital system by authorizing FPA for nurse practitioners.\u201d<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

Melissa Seifert, associate state director for AARP Michigan,<\/span><\/span>\u00a0said Full Practice Authority for nurse practitioners will reduce bureaucratic barriers that drive\u00a0<\/span><\/span>up the cost of health care and make Michigan\u2019s health care systems more accessible,\u00a0<\/span><\/span>efficient<\/span>\u00a0and resilient. \u201cThe COVID pandemic put a tremendous strain on our health care systems, from which they have yet to fully recover,\u201d Seifert said<\/span>.<\/span>\u00a0\u201cA top priority f<\/span>or our 1.3 million AARP Michigan members is access to quality and affordable healthcare and that is why we are supporting this important issue.\u201d<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

Griff Drew, advocacy program manager for the Michigan Primary Care Association<\/span><\/span>, also voiced his organization\u2019s<\/span>\u00a0support for FPA for nurse practitioners. \u201cMPCA represents Federally Qualified Health Centers (FQHC) across the state, which provide affordable, community-based primary care and mental health services to patients in underserved areas. We simply could not o<\/span>perate without nurse practitioners delivering direct patient care,\u201d he said. \u201cFPA for nurse practitioners will help us attract and retain the staff we need to continue providing quality health care to the Michigan residents we serve every day.\u201d<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

Dr. Bridge<\/span>t Leonard, president of the American Nurses Association – Michigan,<\/span><\/span>\u00a0noted that nurse practitioners are more likely to work in underserved areas of Michigan where access to primary health care is limited. \u201cMichigan\u2019s restrictive practice environment for NPs<\/span>\u00a0is holding us back from filling those gaps,\u201d she said. \u201cLet nurse practitioners do the job they are trained to do as health care professionals.\u201d<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n
