font-size: 19px; padding-top: 15px; padding-bottom: 15px;\">\n<div>\n<p><b>STATE BUDGET UPDATE\u00a0<\/b><\/p>\n<p><span style=\"background-color: transparent;\"><b><i>Senate Appropriations Committee<\/i><\/b>\u00a0<\/span><\/p>\n<p><span style=\"background-color: transparent;\">Last week, the Senate Appropriations Committee heard testimony from sub-appropriations committees about the budgets that they put together, before the full Senate voted on them. During these hearings I took the opportunity to offer amendments to the issues that I saw:\u00a0<\/span><\/p>\n<ul>\n<li><span style=\"background-color: transparent;\"><a href=\"https:\/\/drive.google.com\/file\/d\/1xgTYeFLhq-rkfcuagbeCAh8ZhdTafy7_\/view?usp=sharing\">Senior Center Funding<\/a>:\u00a0<\/span><\/li>\n<ul>\n<li><span style=\"background-color: transparent;\">Our state budget used to support senior centers in keeping the lights on and paying for supplies. That way they could focus on progra<\/span><span style=\"background-color: transparent;\">mming and pursuing grants to keep revenue coming in. This funding made a big difference for the volunteers who make sure our seniors have a place of community. After two years of this pandemic, our senior centers and seniors could really use this help again. That\u2019s why I offered an amendment to restore this funding to senior centers across our state.\u00a0<\/span><\/li>\n<\/ul>\n<\/ul>\n<ul>\n<li><span style=\"background-color: transparent;\"><a href=\"https:\/\/drive.google.com\/file\/d\/1dUR-akU3-jcPQTX-QFv5DvZjB3vX04Od\/view?usp=sharing\">Opioid Treatment<\/a>:\u00a0<\/span><\/li>\n<ul>\n<li><span style=\"background-color: transparent;\">Medically assisted treatment for opioid addiction works. Unfortunately, our state reimburses this treatment at such a low rate that rural areas have very few, if any, centers where people can get help. Our state needs to lean more aggressively into funding this, so people can get better. I offered an amendment to increase the reimbursement rate for this treatment, so people can get the help they need.\u00a0<\/span><\/li>\n<\/ul>\n<\/ul>\n<ul>\n<li><span style=\"background-color: transparent;\"><a href=\"https:\/\/drive.google.com\/file\/d\/1affrJs_HvgfBh8g0teXQIPkaWYlwKrYk\/view?usp=sharing\">Homeless Shelters<\/a>:\u00a0<\/span><\/li>\n<ul>\n<li><span style=\"background-color: transparent;\">The state reimburses our homeless shelters much less than shelters in neighboring states. This has been a longstanding issue in Michigan, as homeless shelters have been struggling to keep their doors open and keep staff because funding for them is so low. That\u2019s why I introduced an amendment to increase the reimbursement rate from $19 per day to $24 per day.\u202f\u00a0<\/span><\/li>\n<\/ul>\n<\/ul>\n<p><span style=\"background-color: transparent;\"><b><i>Full Senate Vote on the Budget<\/i><\/b>\u00a0<\/span><\/p>\n<p><span style=\"background-color: transparent;\">This week, the full Senate voted and approved the Senate version of our state budget. Even though we approved these budgets, there is still more work to be done. The House passed their own budgets, so there will be more negotiations on what is included in a final budget, and both the House and Senate will have to vote again.\u00a0<\/span><\/p>\n<p><span style=\"background-color: transparent;\">The budgets we approved this week were in some ways a good step forward, but in others, a step backward as we\u2019re still leaving federal aid funding off the table and we did not put funding toward critical needs in our state. I&#8217;m still working on funding critical needs \u2014 like helping senior centers, increasing direct-care worker wages, improving K-12 education, building more housing, and investing in clean energy, and opioid treatment.\u202f\u00a0<\/span><\/p>\n<p><span style=\"background-color: transparent;\">This is why I offered a number of amendments during session this week to fix these issues:\u00a0<\/span><\/p>\n<p><span style=\"background-color: transparent;\"><a href=\"https:\/\/www.facebook.com\/SenJeffIrwin\/videos\/366206012218285\/\">Direct-care Workers\u00a0<\/a><\/span><\/p>\n<p><span style=\"background-color: transparent;\">In the MDHHS budget, we se<br \/>cured the $2.35 per hour raise for direct-care workers. While I\u2019m proud that we did that, we must continue to improve wages to ensure the quality and availability of care.\u202f\u00a0<\/span><\/p>\n<p><span style=\"background-color: transparent;\">These people work full-time, doing incredibly hard, sensitive work, but many of them rely on public assistance and live in poverty. It\u2019s unacceptable. That\u2019s why I offered an amendment to increase their wages by an additional $1 per hour, bringing the total increase to $3.35 per hour.\u00a0<\/span><\/p>\n<p><span style=\"background-color: transparent;\">Disappointingly, Republicans voted down my amendment, which will only keep these essential workers in poverty, and continue our state\u2019s trend of losing them to other states where wages are higher or to them finding new jobs.\u00a0<\/span><\/p>\n<p><span style=\"background-color: transparent;\"><a href=\"https:\/\/drive.google.com\/file\/d\/1TmaYpfEZB54X7TpnnntsxL9PVc29BlKW\/view?usp=sharing\">Increasing Per-pupil Funding<\/a>:\u00a0<\/span><\/p>\n<p><span style=\"background-color: transparent;\">I offered an amendment to increase per-pupil funding by $1,000. Our most important priority for ensuring future prosperity is our children \u2014 the next generation of learners, innovators, and business leaders.\u202f\u00a0<\/span><\/p>\n<p><span style=\"background-color: transparent;\">We have the resources to put more into our education system, and the time to do that is now. We should be investing resources into ending the teacher shortage, reducing class sizes, and supporting kids with special needs.\u202f <\/span><\/p>\n<p><b style=\"font-size: 19px;\">Helping Farmers and Our Supply Chain:\u00a0<\/b><\/p>\n<p><span style=\"background-color: transparent;\">I offered an amendment to the MDARD budget that would provide $10 million to help local meat processors get USDA approval for their facilities. Smaller processors are priced out, because of the costs associated with getting USDA approval, and my amendment would help them cover those costs.\u00a0<\/span><\/p>\n<p><span style=\"background-color: transparent;\">The supply chain disruptions we saw during this pandemic are because four mega-corporations dominate the meat processing industry. Diversifying this industry is not only good for processors, it\u2019s good for farmers because they will be able to negotiate their prices, and it\u2019s good for consumers because prices will be lower and any disruption to one processor won\u2019t impact the entire industry.\u00a0<\/span><\/p>\n<p><span style=\"background-color: transparent;\">That said, there were some budget highlights that I\u2019m encouraged by:\u00a0<\/span><\/p>\n<ul>\n<li><span style=\"background-color: transparent;\">A new scholarship program that will make education more affordable. This proposal will provide $3,000\/year for Community College or trades certification and $6,000\/year for those seeking a BS or BA from a four-year institution.\u00a0<\/span><\/li>\n<li><span style=\"background-color: transparent;\">An overall 11% increase for operation costs for our 15 public universities.\u202f\u00a0<\/span><\/li>\n<li><span style=\"background-color: transparent;\">I\u2019m encouraged that the School Aid Budget included an increase to the per-pupil foundation allowance by $450. I\u2019m working with my colleagues to increase this.\u00a0<\/span><\/li>\n<li><span style=\"background-color: transparent;\">$100,000 that ensures all foster kids will be able to play school sports, and afford any needed equipment, a small new program that I&#8217;ve proposed to fill this gap for foster youth.\u00a0<\/span><\/li>\n<li><span style=\"background-color: transparent;\">$10 million for jail diversion programs.\u00a0<\/span><\/li>\n<li><span style=\"background-color: transparent;\">$1.9 million for child welfare education planners.\u00a0<\/span><\/li>\n<li><span style=\"background-color: transparent;\">An extension of the $2.35 per hour wage increase for direct-care workers.\u00a0<\/span><\/li>\n<li><span style=\"background-color: transparent;\">Funding to ensure that our state\u2019s armories that house Army recruits, and our National Guard will have equitable bathrooms, locker rooms and much needed lactation rooms for our female soldiers.\u00a0<\/span><\/li>\n<\/ul>\n<p><span style=\"background-color: transparent;\">Here are the budgets we voted on:\u00a0<\/span><\/p>\n<ul>\n<li><span style=\"background-color: transparent;\"><a href=\"https:\/\/www.legislature.mi.gov\/documents\/2021-2022\/billanalysis\/Senate\/pdf\/2021-SFA-0828-F.pdf\">Agriculture and Rural Development<\/a> (MDARD)\u00a0<\/span><\/li>\n<li><span style=\"background-color: transparent;\"><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0829\">Corrections<\/a> (MDOC)\u202f\u00a0<\/span><\/li>\n<li><span style=\"background-color: transparent;\"><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0830\">Judiciary\u00a0<\/a><\/span><\/li>\n<li><span style=\"background-color: transparent;\"><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0831\">General Government\u00a0<\/a><\/span><\/li>\n<li><span style=\"background-color: transparent;\"><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0828\">Health and Human Services<\/a> (MDHHS)\u00a0<\/span><\/li>\n<li><span style=\"background-color: transparent;\"><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0832\">School Aid Budget<\/a>\u00a0<\/span><\/li>\n<li><span style=\"background-color: transparent;\"><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0833\">Education<\/a> (MDE)\u00a0<\/span><\/li>\n<li><span style=\"background-color: transparent;\"><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0834\">Labor and Economic Opportunity<\/a> (LEO)\u00a0<\/span><\/li>\n<li><span style=\"background-color: transparent;\"><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0835\">Insurance and Financial Services<\/a> (DIFS)\u00a0<\/span><\/li>\n<li><span style=\"background-color: transparent;\"><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0836\">Licensing and regulatory Affairs<\/a> (LARA)\u00a0<\/span><\/li>\n<li><span style=\"background-color: transparent;\"><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0837\">State Police<\/a> (MSP)\u00a0<\/span><\/li>\n<li><span style=\"background-color: transparent;\"><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0838\">Dept. of Military and Veterans Affairs<\/a> (MVA)\u00a0<\/span><\/li>\n<li><span style=\"background-color: transparent;\"><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0839\">Natural Resources<\/a>\u00a0<\/span><\/li>\n<li><span style=\"background-color: transparent;\"><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0840\">Environment, Great Lakes, and Energy<\/a> (EGLE)\u00a0<\/span><\/li>\n<li><span style=\"background-color: transparent;\"><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0841\">Transportation<\/a> (MDOT)\u00a0<\/span><\/li>\n<li><span style=\"background-color: transparent;\"><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0842\">Higher Education<\/a> and <a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0843\">Community Colleges\u00a0<\/a><\/span><\/li>\n<\/ul>\n<div><\/div>\n<div>\n<p><b><\/b><\/p>\n<p><b><\/b><\/p>\n<p><b>LEGISLATIVE UPDATE<\/b><\/p>\n<p><b style=\"font-size: 19px;\"><i>Opioid Settlement Fund <\/i><\/b><\/p>\n<p><span style=\"font-size: 19px;\">Michigan is set to receive about $800 million from the $26 billion nationwide settlement that was reached between many state attorneys general and some of the nation\u2019s largest pharmaceutical distributors and manufacturers. To receive this money, the Michigan Senate and House passed legislation, Senate Bills <\/span><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0993\" style=\"font-size: 19px;\">993<\/a><span style=\"font-size: 19px;\">, <\/span><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0994\" style=\"font-size: 19px;\">994<\/a><span style=\"font-size: 19px;\"> and <\/span><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0995\" style=\"font-size: 19px;\">995<\/a><span style=\"font-size: 19px;\">, which will create the Michigan Opioid Healing and Recovery Fund, and establish a commission that will produce annual reports that will include how this settlement money should be appropriated, along with assessments on how the funding is being used.\u00a0<\/span><\/p>\n<\/div>\n<div><span style=\"background-color: transparent;\"><br \/>The reason that the legislature is creating a fund and commission is to ensure the settlement money we receive is used to address the opioid crisis and help<br \/>the people who have suffered from opioid use disorders, unlike the money we received from the late 90s tobacco settlement.\u202f <\/span><\/div>\n<div><b style=\"font-size: 19px;\"><i><\/i><\/b><\/div>\n<div><b style=\"font-size: 19px;\"><i><\/i><\/b><\/div>\n<div>\n<p><b style=\"font-size: 19px;\"><i><br \/>Earth Day: Protecting Our Land, Water, and Air <\/i><\/b><\/p>\n<p><b style=\"font-size: 19px;\"><i> <\/i><\/b><\/p>\n<p><b style=\"font-size: 19px;\"><i><\/i><\/b><span style=\"font-size: 19px;\">Even though I\u2019m mindful of how I treat our planet, I take Earth Day as a time to reflect with gratitude on this incredible planet that sustains our lives and reflect on our roles in protecting the Earth.\u202f <\/span><\/p>\n<\/div>\n<div>\n<p><span style=\"font-size: 19px;\"><br \/>We&#8217;re facing a climate crisis, and across our state we\u2019re experiencing increased flooding, incredible damage to our agricultural sector, and the increasing financial and ecological costs of our addiction to fossil fuels. We face threats to our health from toxic chemicals in our land, air, and water and we are discovering more and more communities where their water is contaminated by dangerously high levels of lead or PFAS. <\/span><\/p>\n<p><span style=\"font-size: 19px;\">As a State Senator, I take the responsibility to protect our land, air, and water seriously. These belong to all of us, and we must do more to keep them free from pollution, and we need to transition to cleaner, greener energy. <\/span><\/p>\n<p><span style=\"font-size: 19px;\">That&#8217;s why I&#8217;ve introduced:\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<\/div>\n<div>\n<ul>\n<li><span style=\"background-color: transparent;\"><a href=\"https:\/\/senatedems.com\/irwin\/news\/2021\/01\/26\/state-lawmakers-seek-to-hold-polluters-accountable\/\">Senate Bill 58<\/a>, or the polluter pay bill, to require stricter cleanups to protect our land, air, and water.\u00a0<\/span><\/li>\n<li><a href=\"https:\/\/senatedems.com\/irwin\/news\/2021\/04\/22\/irwin-proposes-repeal-of-michigans-ban-on-plastic-bag-bans\/\">Senate Bill 358<\/a> to re-allow local municipalities to institute a plastic bag ban, or other programs to reduce plastic litter.\u00a0<\/li>\n<li><a href=\"https:\/\/senatedems.com\/irwin\/news\/2021\/07\/01\/ann-arbor-legislators-propose-ban-on-use-of-toxic-pfas-chemicals-in-food-packaging-2\/\">Senate Bill 591<\/a> to prohibit companies from using food packaging that contains PFAS.\u00a0<\/li>\n<li><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0823\">Senate Bill 823<\/a> to prohibit the flaring of methane, which over time becomes less and less efficient, and leads to more methane in our atmosphere.\u00a0<\/li>\n<li><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0987\">Senate Bill 987<\/a> to place our Great Lakes and groundwater into the public trust, so it can only be used to benefit the people of our state.\u00a0<\/li>\n<li><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0988\">Senate Bill 988<\/a> to close the loophole in the Great Lakes Compact that allows corporations like Nestle to pump hundreds of thousands of gallons of freshwater to use for profit.\u00a0<\/li>\n<\/ul>\n<\/div>\n<div><span style=\"background-color: transparent;\"><i><b><br \/>Tax Day<\/b>\u00a0<\/i><\/span><\/div>\n<div><span style=\"background-color: transparent;\">Monday, April 18 was Tax Day\u2026 the day no one enjoys. But what we can enjoy is working to make Michigan&#8217;s tax system fairer, and make our state a better place for nurses, teachers, low-income families, and essential workers. That&#8217;s why I&#8217;ve introduced:\u00a0<\/span><\/div>\n<div>\n<ul>\n<li><span style=\"background-color: transparent;\"><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2021-SJR-C\">Senate Joint Resolution C<\/a> will create a <a href=\"https:\/\/www.bridgemi.com\/guest-commentary\/opinion-michigans-tax-system-unfair-our-essential-workers\">graduated income tax<\/a> system. A system that is fairer and that forces the ultra-wealthy to pay their fair share.\u202f\u00a0<\/span><\/li>\n<li><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2021-SB-0105\">Senate Bill 105<\/a> increases the percentage of the federal Earned Income Tax Credit (EITC) that Michiganders could claim on their state tax return, from 6% to 20%.\u202f\u00a0<\/li>\n<li><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2021-SB-0790\">Senate Bill 790<\/a> expands EITC eligibility to childless workers between ages 18 to 24. This expanded eligibility will help the roughly 25% of Michiganders ages 18 to 24 live in poverty.\u00a0<\/li>\n<li><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0998\">Senate Bill 998<\/a> creates a tax credit for the people who serve as medical preceptors \u2014 the experienced, hands-on health care professionals who mentor medical and nursing students while they finish their training and licensure.\u00a0<\/li>\n<li><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-1000\">Senate Bill 1000<\/a> allows teachers to receive an up to a $1,000 tax credit to cover the costs of classroom supplies, because they are <a href=\"https:\/\/michiganadvance.com\/blog\/study-michigan-teachers-spend-628-of-their-own-money-on-school-supplies\/\">not reimbursed<\/a> for them.\u00a0<\/li>\n<\/ul>\n<div><\/div>\n<\/div>\n<div><b><br \/>STOP DTE: CONTACT THE MICHIGAN PUBLIC SERVICE COMMISSION (MPSC)\u00a0<\/b><\/div>\n<div><\/div>\n<div>DTE is set on <a href=\"https:\/\/www.michiganradio.org\/transportation-infrastructure\/2022-02-07\/experts-fear-dte-energys-new-proposal-will-kill-rooftop-solar-for-future-residential-customers\">ending the residential solar industry<\/a> in Michigan.\u202f\u00a0<\/div>\n<div><\/div>\n<div><\/div>\n<div><\/div>\n<div><span style=\"background-color: transparent;\">In its current case before the MPSC, DTE wants to slash the credit people get for generating solar energy, and they want to charge solar owners an obscene monthly fee. The $300 payment will be made to either the Internet service provider or the tenant.<\/span><\/p>\n<p><span style=\"background-color: transparent;\">\u00a0<\/span><\/p>\n<p><span style=\"background-color: transparent;\"><b>BEWARE OF SCAMMERS\u00a0<\/b><\/span><\/p>\n<p><span style=\"background-color: transparent;\">Smishing is when scammers send text messages pretending to be from trusted sources. The goal is to get targets to respond with personal information like passwords and credit card details or to click on links that install malware.\u00a0<\/span><\/p>\n<p><span style=\"background-color: transparent;\">A scam text may read like this: &#8220;Verizon Free Msg: Latest bill processed. Thanks, [YourName]! Here&#8217;s a little freebie for you: f1smk.exy\/XXXXXXXX&#8221;\u00a0<\/span><\/p>\n<p><span style=\"background-color: transparent;\">Attorney General Dana Nessel has said that these kinds of attacks are on the rise. She also provided tips on how people can protect their number and information:\u00a0<\/span><\/p>\n<ul>\n<li><span style=\"background-color: transparent;\">Don&#8217;t share your phone number unless you know the person or organization well.\u00a0<\/span><\/li>\n<li><span style=\"background-color: transparent;\">Don&#8217;t assume a text is legitimate because it comes from a familiar phone number or area code. Spammers use caller ID Spoofing to make it appear the text is from a trusted or local source.\u00a0<\/span><\/li>\n<li><span style=\"background-color: transparent;\">Don&#8217;t provide personal or financial information in response to the unsolicited text or at a website linked to the message.\u00a0<\/span><\/li>\n<li><span style=\"background-color: transparent;\">Don&#8217;t click on links in suspicious text; they could install malware on your device or take you to a site that does the same.\u00a0<\/span><\/li>\n<li><span style=\"background-color: transparent;\">Don&#8217;t reply, even if the message says you can &#8220;text STOP&#8221; to avoid more messages. That tells the scammer or spammer your number is active and can be sold to other bad actors.\u00a0<\/span><\/li>\n<li><span style=\"background-color: transparent;\">Never follow a text&#8217;s instructions to push a designated key to opt-out of future messages.\u00a0<\/span><\/li>\n<\/ul>\n<div><\/div>\n<div><b><\/b><\/div>\n<div><b><\/b><\/div>\n<div><b><br \/>REPORTING ROBOCALLS\u00a0<\/b><\/div>\n<div><span style=\"background-color: transparent;\"><br \/>Robocall scams are a never-ending issue in Michigan, and across our country. While they are annoying to many of us, many people are scammed and hurt by them. style=\"background-color: transparent\"><b><i>Senate Appropriations Committee<\/i><\/b>&nbsp;<\/span><br><\/p><p><span style=\"background-color: transparent\">Last week, the Senate Appropriations Committee heard testimony from sub-appropriations committees about the budgets that they put together, before the full Senate voted on them. During these hearings I took the opportunity to offer amendments to the issues that I saw:&nbsp;<\/span><br><\/p><p><\/p><ul><li><span style=\"background-color: transparent\"><a href=\"https:\/\/drive.google.com\/file\/d\/1xgTYeFLhq-rkfcuagbeCAh8ZhdTafy7_\/view?usp=sharing\">Senior Center Funding<\/a>:&nbsp;<\/span><\/li><ul><li><span style=\"background-color: transparent\">Our state budget used to support senior centers in keeping the lights on and paying for supplies. That way they could focus on progra<\/span><span style=\"background-color: transparent\">mming and pursuing grants to keep revenue coming in. This funding made a big difference for the volunteers who make sure our seniors have a place of community. After two years of this pandemic, our senior centers and seniors could really use this help again. That\u2019s why I offered an amendment to restore this funding to senior centers across our state.&nbsp;<\/span><\/li><\/ul><\/ul><p><\/p><p><\/p><ul><li><span style=\"background-color: transparent\"><a href=\"https:\/\/drive.google.com\/file\/d\/1dUR-akU3-jcPQTX-QFv5DvZjB3vX04Od\/view?usp=sharing\">Opioid Treatment<\/a>:&nbsp;<\/span><\/li><ul><li><span style=\"background-color: transparent\">Medically assisted treatment for opioid addiction works. Unfortunately, our state reimburses this treatment at such a low rate that rural areas have very few, if any, centers where people can get help. Our state needs to lean more aggressively into funding this, so people can get better. I offered an amendment to increase the reimbursement rate for this treatment, so people can get the help they need.&nbsp;<\/span><\/li><\/ul><\/ul><p><\/p><p><\/p><ul><li><span style=\"background-color: transparent\"><a href=\"https:\/\/drive.google.com\/file\/d\/1affrJs_HvgfBh8g0teXQIPkaWYlwKrYk\/view?usp=sharing\">Homeless Shelters<\/a>:&nbsp;<\/span><\/li><ul><li><span style=\"background-color: transparent\">The state reimburses our homeless shelters much less than shelters in neighboring states. This has been a longstanding issue in Michigan, as homeless shelters have been struggling to keep their doors open and keep staff because funding for them is so low. That\u2019s why I introduced an amendment to increase the reimbursement rate from $19 per day to $24 per day.\u202f&nbsp;<\/span><\/li><\/ul><\/ul><p><\/p><p><span style=\"background-color: transparent\"><b><i>Full Senate Vote on the Budget<\/i><\/b>&nbsp;<\/span><br><\/p><p><span style=\"background-color: transparent\">This week, the full Senate voted and approved the Senate version of our state budget. Even though we approved these budgets, there is still more work to be done. The House passed their own budgets, so there will be more negotiations on what is included in a final budget, and both the House and Senate will have to vote again.&nbsp;<\/span><br><\/p><p><span style=\"background-color: transparent\">The budgets we approved this week were in some ways a good step forward, but in others, a step backward as we\u2019re still leaving federal aid funding off the table and we did not put funding toward critical needs in our state. I'm still working on funding critical needs \u2014 like helping senior centers, increasing direct-care worker wages, improving K-12 education, building more housing, and investing in clean energy, and opioid treatment.\u202f&nbsp;<\/span><br><\/p><p><span style=\"background-color: transparent\">This is why I offered a number of amendments during session this week to fix these issues:&nbsp;<\/span><br><\/p><p><span style=\"background-color: transparent\"><a href=\"https:\/\/www.facebook.com\/SenJeffIrwin\/videos\/366206012218285\/\">Direct-care Workers&nbsp;<\/a><\/span><\/p><p><\/p><span style=\"background-color: transparent\">In the MDHHS budget, we se\ncured the $2.35 per hour raise for direct-care workers. While I\u2019m proud that we did that, we must continue to improve wages to ensure the quality and availability of care.\u202f&nbsp;<\/span><br><p><\/p><p><span style=\"background-color: transparent\">These people work full-time, doing incredibly hard, sensitive work, but many of them rely on public assistance and live in poverty. It\u2019s unacceptable. That\u2019s why I offered an amendment to increase their wages by an additional $1 per hour, bringing the total increase to $3.35 per hour.&nbsp;<\/span><\/p><p><span style=\"background-color: transparent\">Disappointingly, Republicans voted down my amendment, which will only keep these essential workers in poverty, and continue our state\u2019s trend of losing them to other states where wages are higher or to them finding new jobs.&nbsp;<\/span><\/p><p><span style=\"background-color: transparent\"><a href=\"https:\/\/drive.google.com\/file\/d\/1TmaYpfEZB54X7TpnnntsxL9PVc29BlKW\/view?usp=sharing\">Increasing Per-pupil Funding<\/a>:&nbsp;<\/span><br><\/p><p><\/p><span style=\"background-color: transparent\">I offered an amendment to increase per-pupil funding by $1,000. Our most important priority for ensuring future prosperity is our children \u2014 the next generation of learners, innovators, and business leaders.\u202f&nbsp;<\/span><br><p><\/p><p><span style=\"background-color: transparent\">We have the resources to put more into our education system, and the time to do that is now. We should be investing resources into ending the teacher shortage, reducing class sizes, and supporting kids with special needs.\u202f&nbsp;<\/span><\/p><p><span style=\"background-color: transparent\"><b>Helping Farmers and Our Supply Chain:&nbsp;<\/b><\/span><br><\/p><p><\/p><span style=\"background-color: transparent\">I offered an amendment to the MDARD budget that would provide $10 million to help local meat processors get USDA approval for their facilities. Smaller processors are priced out, because of the costs associated with getting USDA approval, and my amendment would help them cover those costs.&nbsp;<\/span><br><p><\/p><p><span style=\"background-color: transparent\">The supply chain disruptions we saw during this pandemic are because four mega-corporations dominate the meat processing industry. Diversifying this industry is not only good for processors, it\u2019s good for farmers because they will be able to negotiate their prices, and it\u2019s good for consumers because prices will be lower and any disruption to one processor won\u2019t impact the entire industry.&nbsp;<\/span><\/p><p><span style=\"background-color: transparent\">That said, there were some budget highlights that I\u2019m encouraged by:&nbsp;<\/span><br><\/p><p><\/p><ul><li><span style=\"background-color: transparent\">A new scholarship program that will make education more affordable. This proposal will provide $3,000\/year for Community College or trades certification and $6,000\/year for those seeking a BS or BA from a four-year institution.&nbsp;<\/span><\/li><li><span style=\"background-color: transparent\">An overall 11% increase for operation costs for our 15 public universities.\u202f&nbsp;<\/span><\/li><li><span style=\"background-color: transparent\">I\u2019m encouraged that the School Aid Budget included an increase to the per-pupil foundation allowance by $450. I\u2019m working with my colleagues to increase this.&nbsp;<\/span><\/li><li><span style=\"background-color: transparent\">$100,000 that ensures all foster kids will be able to play school sports, and afford any needed equipment, a small new program that I've proposed to fill this gap for foster youth.&nbsp;<\/span><\/li><li><span style=\"background-color: transparent\">$10 million for jail diversion programs.&nbsp;<\/span><\/li><li><span style=\"background-color: transparent\">$1.9 million for child welfare education planners.&nbsp;<\/span><\/li><li><span style=\"background-color: transparent\">An extension of the $2.35 per hour wage increase for direct-care workers.&nbsp;<\/span><\/li><li><span style=\"background-color: transparent\">Funding to ensure that our state\u2019s armories that house Army recruits, and our National Guard will have equitable bathrooms, locker rooms and much needed lactation rooms for our female soldiers.&nbsp;<\/span><\/li><\/ul><p><\/p><p><span style=\"background-color: transparent\">Here are the budgets we voted on:&nbsp;<\/span><br><\/p><p><\/p><ul><li><span style=\"background-color: transparent\"><a href=\"https:\/\/www.legislature.mi.gov\/documents\/2021-2022\/billanalysis\/Senate\/pdf\/2021-SFA-0828-F.pdf\">Agriculture and Rural Development<\/a> (MDARD)&nbsp;<\/span><\/li><li><span style=\"background-color: transparent\"><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0829\">Corrections<\/a> (MDOC)\u202f&nbsp;<\/span><\/li><li><span style=\"background-color: transparent\"><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0830\">Judiciary&nbsp;<\/a><\/span><\/li><li><span style=\"background-color: transparent\"><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0831\">General Government&nbsp;<\/a><\/span><\/li><li><span style=\"background-color: transparent\"><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0828\">Health and Human Services<\/a> (MDHHS)&nbsp;<\/span><\/li><li><span style=\"background-color: transparent\"><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0832\">School Aid Budget<\/a>&nbsp;<\/span><\/li><li><span style=\"background-color: transparent\"><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0833\">Education<\/a> (MDE)&nbsp;<\/span><\/li><li><span style=\"background-color: transparent\"><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0834\">Labor and Economic Opportunity<\/a> (LEO)&nbsp;<\/span><\/li><li><span style=\"background-color: transparent\"><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0835\">Insurance and Financial Services<\/a> (DIFS)&nbsp;<\/span><\/li><li><span style=\"background-color: transparent\"><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0836\">Licensing and regulatory Affairs<\/a> (LARA)&nbsp;<\/span><\/li><li><span style=\"background-color: transparent\"><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0837\">State Police<\/a> (MSP)&nbsp;<\/span><\/li><li><span style=\"background-color: transparent\"><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0838\">Dept. of Military and Veterans Affairs<\/a> (MVA)&nbsp;<\/span><\/li><li><span style=\"background-color: transparent\"><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0839\">Natural Resources<\/a>&nbsp;<\/span><\/li><li><span style=\"background-color: transparent\"><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0840\">Environment, Great Lakes, and Energy<\/a> (EGLE)&nbsp;<\/span><\/li><li><span style=\"background-color: transparent\"><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0841\">Transportation<\/a> (MDOT)&nbsp;<\/span><\/li><li><span style=\"background-color: transparent\"><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0842\">Higher Education<\/a> and <a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0843\">Community Colleges&nbsp;<\/a><\/span><\/li><\/ul><div><br><\/div><div><b>LEGISLATIVE UPDATE<\/b>&nbsp;<br><br><\/div><div><span style=\"background-color: transparent\"><b><i>Opioid Settlement Fund&nbsp;<br><\/i><\/b><\/span><br><\/div><div><span style=\"background-color: transparent\">Michigan is set to receive about $800 million from the $26 billion nationwide settlement that was reached between many state attorneys general and some of the nation\u2019s largest pharmaceutical distributors and manufacturers. To receive this money, the Michigan Senate and House passed legislation, Senate Bills <a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0993\">993<\/a>, <a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0994\">994<\/a> and <a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0995\">995<\/a>, which will create the Michigan Opioid Healing and Recovery Fund, and establish a commission that will produce annual reports that will include how this settlement money should be appropriated, along with assessments on how the funding is being used.&nbsp;<\/span><br><\/div><div><span style=\"background-color: transparent\"><br>The reason that the legislature is creating a fund and commission is to ensure the settlement money we receive is used to address the opioid crisis and help\n the people who have suffered from opioid use disorders, unlike the money we received from the late 90s tobacco settlement.\u202f&nbsp;<\/span><br><\/div><div><br><\/div><div><span style=\"background-color: transparent\"><b><i>Earth Day: Protecting Our Land, Water, and Air&nbsp;<\/i><\/b><\/span><\/div><div><br><\/div><div>Even though I\u2019m mindful of how I treat our planet, I take Earth Day as a time to reflect with gratitude on this incredible planet that sustains our lives and reflect on our roles in protecting the Earth.\u202f&nbsp;<\/div><div><br><\/div><div><span style=\"background-color: transparent\">We're facing a climate crisis, and across our state we\u2019re experiencing increased flooding, incredible damage to our agricultural sector, and the increasing financial and ecological costs of our addiction to fossil fuels. We face threats to our health from toxic chemicals in our land, air, and water and we are discovering more and more communities where their water is contaminated by dangerously high levels of lead or PFAS.&nbsp;<\/span><\/div><div><br><\/div><div><span style=\"background-color: transparent\">As a State Senator, I take the responsibility to protect our land, air, and water seriously. These belong to all of us, and we must do more to keep them free from pollution, and we need to transition to cleaner, greener energy.&nbsp;<\/span><\/div><div><br><\/div><div><span style=\"background-color: transparent\">That's why I've introduced:&nbsp;<\/span><\/div><div><ul><li><span style=\"background-color: transparent\"><a href=\"https:\/\/senatedems.com\/irwin\/news\/2021\/01\/26\/state-lawmakers-seek-to-hold-polluters-accountable\/\">Senate Bill 58<\/a>, or the polluter pay bill, to require stricter cleanups to protect our land, air, and water.&nbsp;<\/span><\/li><li><a href=\"https:\/\/senatedems.com\/irwin\/news\/2021\/04\/22\/irwin-proposes-repeal-of-michigans-ban-on-plastic-bag-bans\/\">Senate Bill 358<\/a> to re-allow local municipalities to institute a plastic bag ban, or other programs to reduce plastic litter.&nbsp;<\/li><li><a href=\"https:\/\/senatedems.com\/irwin\/news\/2021\/07\/01\/ann-arbor-legislators-propose-ban-on-use-of-toxic-pfas-chemicals-in-food-packaging-2\/\">Senate Bill 591<\/a> to prohibit companies from using food packaging that contains PFAS.&nbsp;<\/li><li><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0823\">Senate Bill 823<\/a> to prohibit the flaring of methane, which over time becomes less and less efficient, and leads to more methane in our atmosphere.&nbsp;<\/li><li><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0987\">Senate Bill 987<\/a> to place our Great Lakes and groundwater into the public trust, so it can only be used to benefit the people of our state.&nbsp;<\/li><li><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0988\">Senate Bill 988<\/a> to close the loophole in the Great Lakes Compact that allows corporations like Nestle to pump hundreds of thousands of gallons of freshwater to use for profit.&nbsp;<\/li><\/ul><\/div><div><span style=\"background-color: transparent\"><i><b><br>Tax Day<\/b>&nbsp;<\/i><\/span><br><\/div><div><span style=\"background-color: transparent\">Monday, April 18 was Tax Day\u2026 the day no one enjoys. But what we can enjoy is working to make Michigan's tax system fairer, and make our state a better place for nurses, teachers, low-income families, and essential workers. That's why I've introduced:&nbsp;<\/span><br><\/div><div>&nbsp;<\/div><div><ul><li><span style=\"background-color: transparent\"><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2021-SJR-C\">Senate Joint Resolution C<\/a> will create a <a href=\"https:\/\/www.bridgemi.com\/guest-commentary\/opinion-michigans-tax-system-unfair-our-essential-workers\">graduated income tax<\/a> system. A system that is fairer and that forces the ultra-wealthy to pay their fair share.\u202f&nbsp;<\/span><\/li><li><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2021-SB-0105\">Senate Bill 105<\/a> increases the percentage of the federal Earned Income Tax Credit (EITC) that Michiganders could claim on their state tax return, from 6% to 20%.\u202f&nbsp;<\/li><li><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2021-SB-0790\">Senate Bill 790<\/a> expands EITC eligibility to childless workers between ages 18 to 24. This expanded eligibility will help the roughly 25% of Michiganders ages 18 to 24 live in poverty.&nbsp;<\/li><li><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-0998\">Senate Bill 998<\/a> creates a tax credit for the people who serve as medical preceptors \u2014 the experienced, hands-on health care professionals who mentor medical and nursing students while they finish their training and licensure.&nbsp;<\/li><li><a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2022-SB-1000\">Senate Bill 1000<\/a> allows teachers to receive an up to a $1,000 tax credit to cover the costs of classroom supplies, because they are <a href=\"https:\/\/michiganadvance.com\/blog\/study-michigan-teachers-spend-628-of-their-own-money-on-school-supplies\/\">not reimbursed<\/a> for them.&nbsp;<\/li><\/ul><div><br><\/div><\/div><div><b>STOP DTE: CONTACT THE MICHIGAN PUBLIC SERVICE COMMISSION (MPSC)&nbsp;<\/b><\/div><div><br><\/div><div>DTE is set on <a href=\"https:\/\/www.michiganradio.org\/transportation-infrastructure\/2022-02-07\/experts-fear-dte-energys-new-proposal-will-kill-rooftop-solar-for-future-residential-customers\">ending the residential solar industry<\/a> in Michigan.\u202f&nbsp;<\/div><div><span style=\"background-color: transparent\"><br>In its current case before the MPSC, DTE wants to slash the credit people get for generating solar energy, and they want to charge solar owners an obscene monthly fee. Experts say that if DTE gets its way, it will put rooftop solar completely out of reach for future residential customers, make it unaffordable for those with residential solar panels, and potentially end the solar industry in Michigan.\u202f&nbsp;<\/span><br><\/div><div><br><\/div><div><span style=\"background-color: transparent\">We need to stand up to DTE, which is why I <a href=\"https:\/\/www.facebook.com\/SenJeffIrwin\/posts\/427844525820758\">wrote to the MPSC<\/a> urging them to reject DTE's proposal, because their profits are not more important than the health of our climate, reducing our energy bills, and thousands of jobs.&nbsp;<\/span><\/div><div><br><\/div><div><span style=\"background-color: transparent\">Contact the Michigan Public Service Commission at <a href=\"mailto:mpscedockets@michigan.gov\">mpscedockets@michigan.gov<\/a> and tell them to reject DTE's solar proposal in rate case U-20836. The goal is to get targets to respond with personal information like passwords and credit card details or to click on links that install malware.&nbsp;<\/span><br><\/p><p><span style=\"background-color: transparent\">A scam text may read like this: \"Verizon Free Msg: Latest bill processed. Thanks, [YourName]! Here's a little freebie for you: f1smk.exy\/XXXXXXXX\"&nbsp;<\/span><br><\/p><p><span style=\"background-color: transparent\">Attorney General Dana Nessel has said that these kinds of attacks are on the rise. She also provided tips on how people can protect their number and information:&nbsp;<\/span><br><\/p><p><\/p><ul><li><span style=\"background-color: transparent\">Don't share your phone number unless you know the person or organization well.&nbsp;<\/span><\/li><li><span style=\"background-color: transparent\">Don't assume a text is legitimate because it comes from a familiar phone number or area code. Spammers use caller ID Spoofing to make it appear the text is from a trusted or local source.&nbsp;<\/span><\/li><li><span style=\"background-color: transparent\">Don't provide personal or financial information in response to the unsolicited text or at a website linked to the message.&nbsp;<\/span><\/li><li><span style=\"background-color: transparent\">Don't click on links in suspicious text; they could install malware on your device or take you to a site that does the same.&nbsp;<\/span><\/li><li><span style=\"background-color: transparent\">Don't reply, even if the message says you can \"text STOP\" to avoid more messages. That tells the scammer or spammer your number is active and can be sold to other bad actors.&nbsp;<\/span><\/li><li><span style=\"background-color: transparent\">Never follow a text's instructions to push a designated key to opt-out of future messages.&nbsp;<\/span><\/li><\/ul><div><br><\/div><div><b>REPORTING ROBOCALLS&nbsp;<\/b><\/div><div><span style=\"background-color: transparent\"><br>Robocall scams are a never-ending issue in Michigan, and across our country. While they are annoying to many of us, many people are scammed and hurt by them. To fight back, Attorney General Dana Nessel has been relentlessly pursuing these scam artists, but she needs our help.\u202f&nbsp;<\/span><br><\/div><div><span style=\"background-color: transparent\"><br>If you are contacted by a robocall, getting as much information from them \u2014 where they are located, what business they are calling for, the reason for their call and the phone number they are calling from \u2014 can help immensely in holding these people accountable.
