Gretchen Whitmer signed my legislation, <a href=\"https:\/\/www.freep.com\/story\/money\/business\/2022\/02\/28\/whitmer-signs-bill-clarifying-eligibility-pandemic-jobless-benefits\/6974548001\/\">Senate Bill 445<\/a>, which will help end some of the senseless and agonizing fights thousands of people are having with the Unemployment Insurance Agency (UIA).<\/p>\n<p>During the height of this pandemic, Congress passed the CARES Act, creating federal unemployment benefits. Congress intended that all full- and part-time workers made unemployed by the pandemic would be eligible for help. When applying for and certifying for these benefits, some part-time workers who were applying for federal unemployment benefits answered &#8220;no\u201d when asked if they were \u201cable and available for full-time work\u201d. This disqualified them from benefits. Others answered &#8220;yes,&#8221; but the UIA later determined they weren&#8217;t eligible for these benefits, and these workers received notices informing them that they needed to pay back the benefits they collected.<\/p>\n<p>In the simplest terms, my legislation turns off the \u201cable and available\u201d requirement for federal claims filed during the pandemic. These part-time workers will not have to pay back the benefits they received and the UIA will be able to focus on actual fraud.<\/p>\n<p>If you were disqualified for, or received an overpayment notice because of the \u201cable and available\u201d requirement, please contact my office <a href=\"https:\/\/senatedems.com\/irwin\/unemployment\/\">here<\/a>.<br \/><span style=\"background-color: transparent;\"><br \/><b><i>Protecting Our Freedom to Vote<\/i><\/b><\/span><\/p>\n<p>Last week, <a href=\"https:\/\/www.michiganradio.org\/politics-government\/2022-02-23\/gop-led-panel-asks-michigan-secretary-of-state-to-submit-new-voting-rules\">Michigan Republicans<\/a> pressed for rules that will make voting more difficult. Specifically, Republicans are pressing for rules requiring clerks to use older signatures for signature matching. This will result in more valid voters having their absentee ballot rejected and potentially losing their right to vote. That&#8217;s why I support our local clerks and our Secretary of State who want to use all the signatures available to them for comparison.<br \/><span style=\"background-color: transparent;\"><br \/><i style=\"font-weight: bold;\">Cancer-Free Camping: Senate Passes Senate Bill 632<\/i><\/span><\/p>\n<p>Last week, the Senate unanimously passed my bill, <a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2021-SB-0632\">Senate Bill 632<\/a>. This bill amends Michigan\u2019s Fire Prevention Code to eliminate the flame-resistant requirement for recreational camping tents sold in our state.<\/p>\n<p>In 1975, when tents were made from waxed or oiled cotton, Michigan adopted the Canvas Products Association International (CPAI) flammability standard, or CPAI-84. Tents are now made of completely different materials than they were almost 50 years ago, making these fire resistance requirements counterproductive. There are <a href=\"https:\/\/perfectunion.us\/map-where-are-starbucks-workers-unionizing\/\">five Starbucks locations<\/a> in Washtenaw County that have filed with the National Labor Relations Board to form a union. During this pandemic, corporations raked in record-breaking profits while workers were left behind. No one should have to work their way up to a livable wage, purposefully be scheduled for fewer hours than are needed to earn benefits, or work in unsafe conditions.<br \/>Even though Starbucks calls their employees \u2018partners\u2019, they don\u2019t have a seat at the table to object to these unfair and inhumane conditions. Gretchen Whitmer has announced that applications are now being accepted through Thursday, March 31 for the Growing MI Business grant program. The program was signed into law at the end of last year to deliver $409 million to small businesses across the state.<\/p>\n<p>Under the Growing MI Business grant program, eligible businesses in operation before Oct. 1, 2019, may receive a grant up to $5 million due to financial hardship. Eligible businesses that began operating between Oct. 1, 2019, and May 31, 2020, may receive a grant equal to 25% of certain specified costs.<\/p>\n<p>Individuals can apply for business resources online at <a href=\"https:\/\/www.michigan.gov\/abr\">Michigan.gov\/abr<\/a>.<\/p>\n<p>Under state law, there are nine types of businesses eligible for a grant:<\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li>Entertainment venues<\/li>\n<li>Recreational facilities and public places of amusement<\/li>\n<li>Barbers and cosmetologists<\/li>\n<li>Exercise facilities<\/li>\n<li>Food service establishments<\/li>\n<li>Nursery dealers and growers<\/li>\n<li>Athletic trainers<\/li>\n<li>Body art facilities<\/li>\n<li>Hotels and bed &amp; breakfast establishments<\/li>\n<\/ul>\n<p>Each business must submit a completed online application to the Michigan Department of Treasury no later than 11:59 p.m. EST Thursday, March 31. Grant awardees will be notified in the spring and grant awards will be distributed by July 1, 2022. Grants may be prorated depending upon the number of businesses that apply to ensure that all eligible businesses can receive funding. Grants will not be distributed on a first come, first served basis.<\/p>\n<p>Businesses interested in applying for a grant are encouraged to attend an information webinar from 1-2 p.m. EST on Monday, March 7. Details for signing up for the webinar can be found on the\u202f<a href=\"https:\/\/www.michigan.gov\/abr\">grant program&#8217;s website<\/a>.\u202f\u202f<\/p>\n<p>&nbsp;<\/p>\n<p><b>SHARE YOUR THOUGHTS WITH THE DNR AT UPCOMING MEETINGS <\/b><\/p>\n<p>The Department of Natural Resources is committed to providing Michigan residents with the opportunity to share input and ideas on policy decisions, programs, and other aspects of natural resource management and outdoor recreation opportunities.<\/p>\n<p>One important avenue for this input is at meetings of the public bodies that advise the DNR and, in some cases, also set policies for natural resource management. You can find what documents and information you\u2019ll need <a href=\"https:\/\/www.michigan.gov\/mshda\/-\/media\/Project\/Websites\/mshda\/homeownership\/MI-HAF\/MIHAF-Acceptable-Documentation-List-02092022.pdf?rev=69199a8be0bd45c5b7530d3683752026&amp;hash=368AEE34ED0F8B9348E99A01EB10DD76\">here<\/a>.<\/p>\n<p><b>Who is Eligible?<\/b><\/p>\n<ul>\n<li>Homeowners with household incomes less than 150% of Area Median Income (AMI).<\/li>\n<li>Homeowners who own and occupy the property as their primary residence.<\/li>\n<li>Homeowners must have and explain a financial hardship directly related to COVID-19 on or after Jan. 21, 2020.<\/li>\n<\/ul>\n<p><b>Up to $25,000 Grant Per Household to Pay: <\/b><\/p>\n<p>Eligible households can receive a grant worth up to $25,000 to help them pay:<\/p>\n<ul>\n<li>Delinquent mortgage\/housing expenses, including property tax and insurance escrow shortages.<\/li>\n<li>Delinquent land contract payments, mobile home consumer loan payments or mobile home park lot payments.<\/li>\n<li>Delinquent property taxes.<\/li>\n<li>Delinquent condominium\/homeowners&#8217; association fees.<\/li>\n<li>Delinquent homeowner&#8217;s insurance.<\/li>\n<li>Delinquent utilities, gas, electricity, water, sewer.<\/li>\n<li>Delinquent internet broadband services.<\/li>\n<\/ul>\n<p><b><a href=\"https:\/\/www.michigan.gov\/mshda\/rental\/cera\/covid-emergency-rental-assistance-cera\">CERA Application <\/a><\/b><\/p>\n<p>Tenants and landlords can apply by clicking <a href=\"https:\/\/ceraapp.michigan.gov\/\">here<\/a>, but before you start, please make sure you have all the necessary documents and information. You can find what documents and information you\u2019ll need <a href=\"https:\/\/www.michigan.gov\/mshda\/0,4641,7-141-5555-533463--,00.html\">here<\/a>.<\/p>\n<p><b>Who is Eligible? <\/b><\/p>\n<p>CERA serves renter households that have incomes less than 80% of Area Median Income (AMI) who meet the following conditions:<\/p>\n<ul>\n<li>Individual(s) in the house<br \/>hold has qualified for unemployment benefits or has experienced a reduction in household income, incurred significant costs, or has experienced other financial hardship due directly or indirectly to the coronavirus outbreak; and<\/li>\n<li>Individual(s) in the household can demonstrate a risk of experiencing homelessness or housing instability by being past due on rent.<\/li>\n<\/ul>\n<p><b>Utility Assistance <\/b><\/p>\n<p>Households eligible for CERA can also receive utility assistance for tenant supplied electricity, home heating (any type of fuel), water, sewer and trash (if billed along with another utility).<\/p>\n<p><b>Internet Assistance <\/b><\/p>\n<p>Through CERA, a flat $300 internet stipend that is available for households that have home internet and include a recent internet bill\/statement in their application. The $300 payment will be made to either the internet service provider (ISP) or the tenant.<\/p>\n<p>&nbsp;<\/p>\n<p><b>SMALL BUSINESS ASSISTANCE <\/b><\/p>\n<p>The Growing MI Business grant program will award up to $409 Million of American Rescue Plan Act funds to small businesses affected by the pandemic. The application window is open from March 1st to March 31st.<\/p>\n<p>You can apply for the Growing MI Business grant program and find more information <a href=\"https:\/\/www.michigan.gov\/abr?utm_medium=email&amp;utm_source=govdelivery\">here<\/a>.<\/p>\n<p>There are also <a href=\"https:\/\/www.michigan.gov\/abr\/webinars\">webinars<\/a> on how to apply and what businesses are available.<\/p>\n<p>&nbsp;<\/p>\n<p><b>COVID-19 RESOURCES <\/b><\/p>\n<p><b><i>Free At-Home, Rapid COVID Tests\u202f <\/i><\/b><\/p>\n<p>Thanks to President Biden, all Americans can get free at-home, rapid COVID tests through the federal government or through their health insurance.\u202f<\/p>\n<p>You can now order four (4) free, at-home, rapid COVID-19 tests to be mailed to you at <a href=\"https:\/\/www.covidtests.gov\/\">covidtests.gov<\/a>.\u202f<\/p>\n<p>At-home COVID tests are also now covered by private health insurance and health plans. They are required to cover eight (8) free, over the counter, at-home tests per individual per month. That means that a family of four can have 32 at-home tests covered per month.\u202f\u202f<\/p>\n<p>Also, make sure to only buy FDA-approved tests as they\u2019ve been vetted for accuracy, and you won&#8217;t get caught in a scam. <a href=\"https:\/\/www.fda.gov\/medical-devices\/coronavirus-disease-2019-covid-19-emergency-use-authorizations-medical-devices\/in-vitro-diagnostics-euas-antigen-diagnostic-tests-sars-cov-2\">You can see the list of approved at-home tests at this FDA.gov website<\/a>.\u202f<\/p>\n<p><b>NOTE<\/b>: Unfortunately, Medicare Part B plans are currently not covering these at-home COVID tests. The Biden Administration has announced that in early spring 2022 Medicare Part B plans will cover the at-home tests.<br \/><span style=\"background-color: transparent;\"><br \/><i style=\"font-weight: bold;\">Free At-Home Tests Through Meijer<\/i><\/span><\/p>\n<p>Meijer is offering free, at-home PCR COVID tests in their stores. You will be able to pick up the tests and have Meijer send them to be analyzed.<\/p>\n<p>Order tests online at <a href=\"https:\/\/www.ineedacovid19test.com\/\">ineedacovid19test.com<\/a>.<br \/><span style=\"background-color: transparent;\"><br \/><i style=\"font-weight: bold;\">General Vaccination Info\u202f<\/i><\/span><\/p>\n<p>The Washtenaw County Health Department (WCHD) has an ongoing COVID-19 vaccination site located at 555 Towner in Ypsilanti. Appointments are required. Gretchen Whitmer signed my legislation, <a href=\"https:\/\/www.freep.com\/story\/money\/business\/2022\/02\/28\/whitmer-signs-bill-clarifying-eligibility-pandemic-jobless-benefits\/6974548001\/\">Senate Bill 445<\/a>, which will help end some of the senseless and agonizing fights thousands of people are having with the Unemployment Insurance Agency (UIA).  <\/p><p>During the height of this pandemic, Congress passed the CARES Act, creating federal unemployment benefits. Congress intended that all full- and part-time workers made unemployed by the pandemic would be eligible for help. When applying for and certifying for these benefits, some part-time workers who were applying for federal unemployment benefits answered \"no\u201d when asked if they were \u201cable and available for full-time work\u201d. This disqualified them from benefits. Others answered \"yes,\" but the UIA later determined they weren't eligible for these benefits, and these workers received notices informing them that they needed to pay back the benefits they collected. <\/p><p>In the simplest terms, my legislation turns off the \u201cable and available\u201d requirement for federal claims filed during the pandemic. These part-time workers will not have to pay back the benefits they received and the UIA will be able to focus on actual fraud.  <\/p><p>If you were disqualified for, or received an overpayment notice because of the \u201cable and available\u201d requirement, please contact my office <a href=\"https:\/\/senatedems.com\/irwin\/unemployment\/\">here<\/a>.<br><span style=\"background-color: transparent\"><br><b><i>Protecting Our Freedom to Vote<\/i><\/b><\/span><\/p><p>Last week, <a href=\"https:\/\/www.michiganradio.org\/politics-government\/2022-02-23\/gop-led-panel-asks-michigan-secretary-of-state-to-submit-new-voting-rules\">Michigan Republicans<\/a> pressed for rules that will make voting more difficult. Specifically, Republicans are pressing for rules requiring clerks to use older signatures for signature matching. This will result in more valid voters having their absentee ballot rejected and potentially losing their right to vote. That's why I support our local clerks and our Secretary of State who want to use all the signatures available to them for comparison.<br><span style=\"background-color: transparent\"><br><i style=\"font-weight: bold\">Cancer-Free Camping: Senate Passes Senate Bill 632<\/i><\/span><\/p><p>Last week, the Senate unanimously passed my bill, <a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2021-SB-0632\">Senate Bill 632<\/a>. This bill amends Michigan\u2019s Fire Prevention Code to eliminate the flame-resistant requirement for recreational camping tents sold in our state.  <\/p><p>In 1975, when tents were made from waxed or oiled cotton, Michigan adopted the Canvas Products Association International (CPAI) flammability standard, or CPAI-84. Tents are now made of completely different materials than they were almost 50 years ago, making these fire resistance requirements counterproductive. My bill modernizes our standards and ensures an equivalent level of safety, while eliminating unnecessary exposures of recreational campers to hazardous and carcinogenic flame retardants in these wages, decent working conditions, and good benefits. During this pandemic, corporations raked in record-breaking profits while workers were left behind. No one should have to work their way up to a livable wage, purposefully be scheduled for fewer hours than are needed to earn benefits, or work in unsafe conditions.<br>  Even though Starbucks calls their employees \u2018partners\u2019, they don\u2019t have a seat at the table to object to these unfair and inhumane conditions. BUSINESSES AND GROW ECONOMY  <\/b><\/p><p>Gov. Gretchen Whitmer has announced that applications are now being accepted through Thursday, March 31 for the Growing MI Business grant program. The program was signed into law at the end of last year to deliver $409 million to small businesses across the state.   <\/p><p>Under the Growing MI Business grant program, eligible businesses in operation before Oct. 1, 2019, may receive a grant up to $5 million due to financial hardship. Eligible businesses that began operating between Oct. 1, 2019, and May 31, 2020, may receive a grant equal to 25% of certain specified costs.   <\/p><p>Individuals can apply for business resources online at <a href=\"https:\/\/www.michigan.gov\/abr\">Michigan.gov\/abr<\/a>.   <\/p><p>Under state law, there are nine types of businesses eligible for a grant:    <\/p><p><\/p><ul><li>Entertainment venues  <\/li><li>Recreational facilities and public places of amusement  <\/li><li>Barbers and cosmetologists  <\/li><li>Exercise facilities  <\/li><li>Food service establishments  <\/li><li>Nursery dealers and growers  <\/li><li>Athletic trainers  <\/li><li>Body art facilities  <\/li><li>Hotels and bed &amp; breakfast establishments   <\/li><\/ul><p><\/p><p>Each business must submit a completed online application to the Michigan Department of Treasury no later than 11:59 p.m. EST Thursday, March 31. The $300 payment will be made to either the internet service provider (ISP) or the tenant. <\/p><p><br><\/p><p><b>SMALL BUSINESS ASSISTANCE <\/b><\/p><p>The Growing MI Business grant program will award up to $409 Million of American Rescue Plan Act funds to small businesses affected by the pandemic. They are required to cover eight (8) free, over the counter, at-home tests per individual per month.
