A horrific remnant of these failed policies is that Michigan enacted laws that sentenced hundreds of children to life in prison without the chance of parole. This gave them no chance at rehabilitation and no hope that they could find forgiveness.<\/p>\n<p>Thankfully, in 2012, the U.S. Supreme Court ruled that mandatory life without the possibility of parole for juveniles (JLWOP) is unconstitutional, and since then, 25 states and D.C. have eliminated JLWOP.\u202f<\/p>\n<p>This is why my colleagues Sens. Michael MacDonald, Sylvia Santana, and Curt VanderWall, and I introduced <a href=\"https:\/\/senatedems.com\/irwin\/news\/2022\/01\/31\/senators-introduce-legislation-to-end-juvenile-life-without-parole\/\">legislation<\/a> to abolish JLWOP in Michigan. Our legislation would eliminate JLWOP, provide a minimum sentence of 10 years and a maximum sentence of 60 years, and allow for parole review after 10 years. In addition, the review process would require consideration of the juvenile\u2019s age and immaturity, family home environment, and circumstances of the offense \u2014 including the role the juvenile had in the offense and any influence of peer pressure.\u00a0<\/p>\n<\/div>\n<\/div>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<div style=\"margin: 0; padding: 0;\">\n<table width=\"100%\" cellpadding=\"0\" border=\"0\" cellspacing=\"0\">\n<tbody>\n<tr>\n<td>\n<div><a id=\"1643919111981981\" name=\"1643919111981981\"><\/a><a href=\"https:\/\/senatedems.com\/irwin\/news\/2022\/01\/31\/senators-introduce-legislation-to-end-juvenile-life-without-parole\/\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" alt=\"Life Without Parole for Children US Map\" src=\"https:\/\/static21.senatedems.org\/media\/700x0\/61fc374fed271.jpeg\" \/><\/a><\/div>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<div style=\"margin: 0; padding: 0;\">\n<table width=\"100%\" cellpadding=\"0\" border=\"0\" cellspacing=\"0\" style=\"line-height: 31px;\">\n<tbody>\n<tr>\n<td>\n<p><a id=\"1633702272102102\" name=\"1633702272102102\"><\/a><\/p>\n<div style=\"text-align: left; font-size: 19px; padding-top: 15px; padding-bottom: 15px;\">\n<div>\n<p><b><i>UIA Overpayment Waivers <\/i><\/b><\/p>\n<p>The Michigan Unemployment Insurance Agency has asked the federal government to pass legislation and\/or enact policies that would forgive the hundreds of thousands of Michiganians who have been sent overpayment letters. These people, our neighbors and family members, needed assistance during the early stages of this pandemic, but have been caught in a bureaucratic nightmare caused by our byzantine unemployment laws.<\/p>\n<p>I strongly support the UIA and Governor Whitmer in their efforts to protect the people of Michigan from this extreme hardship. I have <a href=\"https:\/\/www.facebook.com\/100058168176610\/videos\/4567544716690273\">called on the Governor<\/a> to use every authority available to her to waive repayment orders and prevent garnishments against people who have not committed fraud. I&#8217;m hopeful the administration will act soon to provide relief.\u202f<br \/><span style=\"background-color: transparent;\"><br \/><b><i>Unemployment 1099-Gs<\/i><\/b><\/span><\/p>\n<p>If you collected unemployment benefits in 2021, your 1099-G tax form related to will be available later in February. UIA benefits are taxable income. This delay is due to changes caused by the UIA issuing waivers to unemployment claimants and program changes.<\/p>\n<p>Please <a href=\"https:\/\/www.michigan.gov\/leo\/0,5863,7-336-76741-576675--,00.html\">visit the UIA&#8217;s website<\/a> to learn more.<\/p>\n<p>&nbsp;<\/p>\n<p><b>BLACK HISTORY MONTH: LOCAL HISTORY <\/b><\/p>\n<p>As we start Black History Month, I am continuing my tradition of highlighting the importance of the people and places here in Washtenaw County that are important to Black History. Washtenaw County, and especially Ypsilanti, was a major stop along the Underground Railroad before people reached their freedom in Canada. The Starkweather Homestead in Ypsi (that still stands) was one of several safe houses along that route.<\/p>\n<p>Also, almost 70 African American men from Ypsilanti served in Black regiments throughout the Civil War. They served and fought through some of the most important moments of the war from the Battle of Fort Wagner to the liberation of Charleston to Sherman&#8217;s March to the Sea. Many of these men are now buried in Ypsilanti&#8217;s Highland Cemetery, which will soon have a memorial commemorating their service.\u202f<\/p>\n<p>Learn more:<\/p>\n<ul>\n<li>You can still trace the Underground Railroad through <a href=\"https:\/\/www.clickondetroit.com\/all-about-ann-arbor\/2018\/08\/28\/tour-traces-history-of-ann-arbor-ypsilanti-underground-railroad-sites\/\">Ann Arbor and Ypsi<\/a>.<\/li>\n<li>The Ypsi District Library has more on the <a href=\"https:\/\/www.ypsilibrary.org\/2021\/06\/ys-ep8\/\">soldiers from Ypsilanti<\/a>.<\/li>\n<li>The Ann Arbor Library is also hosting <a href=\"https:\/\/aadl.org\/blackhistorymonth\">Black History Month events<\/a>.\u202f<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><b>COVID-19 RESOURCES <\/b><\/p>\n<p><i><b>Free At-Home, Rapid COVID Tests\u202f<br \/><\/b><\/i><span style=\"background-color: transparent;\">Thanks to President Biden, all Americans can get free at-home, rapid COVID tests through the federal government or through their health insurance.\u202f<\/span><\/p>\n<p><span style=\"background-color: transparent;\">You can now order four (4) free, at-home, rapid COVID-19 tests to be mailed to you at <a href=\"https:\/\/www.covidtests.gov\/\">covidtests.gov<\/a>.\u202f<\/span><\/p>\n<p>At-home COVID tests are also now covered by private health insurance and health plans. They are required to cover eight (8) free, over the counter, at-home tests per individual per month. That means that a family of four can have 32 at-home tests covered per month.\u202f\u202f<\/p>\n<p><span style=\"background-color: transparent;\">Also, make sure to only buy FDA approved tests as they\u2019ve been vetted for accuracy and you won&#8217;t get caught in a scam. <a href=\"https:\/\/www.fda.gov\/medical-devices\/coronavirus-disease-2019-covid-19-emergency-use-authorizations-medical-devices\/in-vitro-diagnostics-euas-antigen-diagnostic-tests-sars-cov-2\">You can see the list of approved at-home tests at this FDA.gov website<\/a>.\u202f<\/span><\/p>\n<p><b><i>Free At-Home Tests Through Meijer<\/i><\/b><\/p>\n<p><span style=\"background-color: transparent;\">Meijer is offering free, at-home PCR COVID tests in their stores. You will be able to pick up the tests and have Meijer send them to be analyzed.<\/span><\/p>\n<p><span style=\"background-color: transparent;\">Order tests online at <a href=\"https:\/\/www.ineedacovid19test.com\/\">ineedacovid19test.com<\/a>.\u00a0<br \/><\/span><span style=\"background-color: transparent;\"><br \/><b style=\"font-style: italic;\">General Vaccination Info\u202f<\/b><b><i><br \/><\/i><\/b><\/span><span style=\"background-color: transparent;\">The Washtenaw County Health Department (WCHD) has an ongoing COVID-19 vaccination site located at 555 Towner in Ypsilanti. Appointments are required. A horrific remnant of these failed policies is that Michigan enacted laws that sentenced hundreds of children to life in prison without the chance of parole. This gave them no chance at rehabilitation and no hope that they could find forgiveness. <\/p><p>Thankfully, in 2012, the U.S. Supreme Court ruled that mandatory life without the possibility of parole for juveniles (JLWOP) is unconstitutional, and since then, 25 states and D.C. have eliminated JLWOP.\u202f <\/p><p>This is why my colleagues Sens. Michael MacDonald, Sylvia Santana, and Curt VanderWall, and I introduced <a href=\"https:\/\/senatedems.com\/irwin\/news\/2022\/01\/31\/senators-introduce-legislation-to-end-juvenile-life-without-parole\/\">legislation<\/a> to abolish JLWOP in Michigan. Our legislation would eliminate JLWOP, provide a minimum sentence of 10 years and a maximum sentence of 60 years, and allow for parole review after 10 years. These people, our neighbors and family members, needed assistance during the early stages of this pandemic, but have been caught in a bureaucratic nightmare caused by our byzantine unemployment laws. <\/p><p>I strongly support the UIA and Governor Whitmer in their efforts to protect the people of Michigan from this extreme hardship. I have <a href=\"https:\/\/www.facebook.com\/100058168176610\/videos\/4567544716690273\">called on the Governor<\/a> to use every authority available to her to waive repayment orders and prevent garnishments against people who have not committed fraud. I'm hopeful the administration will act soon to provide relief.\u202f<br><span style=\"background-color: transparent\"><br><b><i>Unemployment 1099-Gs<\/i><\/b><\/span><\/p><p>If you collected unemployment benefits in 2021, your 1099-G tax form related to will be available later in February. This delay is due to changes caused by the UIA issuing waivers to unemployment claimants and program changes. <\/p><p>Please <a href=\"https:\/\/www.michigan.gov\/leo\/0,5863,7-336-76741-576675--,00.html\">visit the UIA's website<\/a> to learn more. <\/p><p><br><\/p><p><b>BLACK HISTORY MONTH: LOCAL HISTORY <\/b><\/p><p>As we start Black History Month, I am continuing my tradition of highlighting the importance of the people and places here in Washtenaw County that are important to Black History. Washtenaw County, and especially Ypsilanti, was a major stop along the Underground Railroad before people reached their freedom in Canada. The Starkweather Homestead in Ypsi (that still stands) was one of several safe houses along that route. <\/p><p>Also, almost 70 African American men from Ypsilanti served in Black regiments throughout the Civil War. They served and fought through some of the most important moments of the war from the Battle of Fort Wagner to the liberation of Charleston to Sherman's March to the Sea.
