font-size: 19px; padding-top: 15px; padding-bottom: 15px;\">\n<div>\n<p><b>LEGISLATIVE UPDATE\u00a0<\/b><\/p>\n<p><span style=\"background-color: transparent;\"><b>Ending the Tampon Tax\u00a0<\/b><\/span><\/p>\n<p><span style=\"background-color: transparent;\">No one should be paying more for tampons or other necessary feminine hygiene products. That\u2019s why I was proud to vote YES on <a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2021-SB-0153\">Senate Bill 153<\/a> and <a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2021-HB-5267\">House Bill 5267<\/a>, which exempt these products from the sales and use tax.\u202f\u00a0<\/span><\/p>\n<p><span style=\"background-color: transparent;\">On Thursday, Nov. 4, Gov. Gretchen Whitmer signed HB 5267 into law and will sign SB 153\u00a0into law on Friday, Nov. 5.\u00a0<\/span><\/p>\n<p><span style=\"background-color: transparent;\"><b>Credit Card Processing\u202f\u00a0<\/b><\/span><\/p>\n<p><span style=\"background-color: transparent;\">Small businesses rely on being able to process credit card transactions. Owners will sign contracts with companies that provide credit card processing systems with small fees on transactions and standard early termination fees. Unfortunately, there are bad actors who take advantage of less sophisticated business owners with flashy language, temporarily low rates that spike, or outright lies.\u00a0<\/span><\/p>\n<p><span style=\"background-color: transparent;\">Once a small business signs a predatory contract, they can be locked into a bad contract with outrageous termination fees. This is why I introduced <a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2021-SB-0699\">Senate Bill 699<\/a> to protect small businesses from predatory contracts and bad actors by ensuring that cancellation fees are reasonable.\u00a0<\/span><\/p>\n<p><span style=\"background-color: transparent;\"><b>School Tax Credit\/Voucher Petition<i>\u00a0<\/i><\/b><\/span><\/p>\n<p><span style=\"background-color: transparent;\">Our state constitution allows the Legislature to enact a law if a petition drive obtains signatures from registered voters equal to 8% of the total vote for governor in the prior election. If the Legislature enacts the law, the Governor cannot veto it.\u00a0<\/span><\/p>\n<p><span style=\"background-color: transparent;\">This is exactly what conservative, DeVos-backed groups are trying to do now that Gov. Whitmer has said that she will veto <a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2021-SB-0687\">Senate Bill 687<\/a> and <a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2021-HB-5405\">House Bill 5405<\/a>. The petition will authorize a school voucher-style system by creating tuition accounts for students wanting to go to private schools. These accounts would be funded by individuals and corporations that would get a 1:1 income tax credit for their donations.\u202f\u00a0<\/span><\/p>\n<p><span style=\"background-color: transparent;\">The Senate Fiscal Agency, which provides detailed analysis on legislation, wrote this in their <a href=\"http:\/\/www.legislature.mi.gov\/documents\/2021-2022\/billanalysis\/Senate\/pdf\/2021-SFA-0687-C.pdf\">analysis<\/a>: \u201cThe bill would reduce State revenue by as much as $500 million in the first year it was effective, with the potential for the revenue loss to increase 20% per year in later years\u2026 If the cap on the maximum value of credits grew 20% per year, the cap would be $500 million in the first year, $600 million in the second year, $720 million in the third year, $864 million in the fourth year, and more than $1 billion by the fifth year.\u201d\u00a0<\/span><\/p>\n<p>This is a direct challenge to our state\u2019s constitutional ban on using public money to help pay for private schooling and the last attempt to implement a school voucher-style system that was overwhelmingly opposed by Michigan. It threatens the financial health of our state and our schools by giving corporations and the wealthiest another major tax break.\u00a0<\/p>\n<p><span style=\"background-color: transparent;\"><b>Election \u201cSecurity\u201d Petition<i>\u00a0<\/i><\/b><\/span><\/p>\n<p><span style=\"background-color: transparent;\">Similarly, conservative groups have been gathering signatures on a petition that will suppress voting and make it harder for our local clerks to do their job. One part of the petition that is most concerning is that it would prohibit local clerks from accepting direct funding or free \u201cin-kind\u201d assistance for election-related activities from individuals or non-governmental entities. Our local clerks have serious concerns about this provision.\u00a0<\/span><\/p>\n<\/div>\n<\/div>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<div style=\"margin: 0; padding: 0;\">\n<table width=\"100%\" cellpadding=\"0\" border=\"0\" cellspacing=\"0\">\n<tbody>\n<tr>\n<td>\n<div><a id=\"1636056734767767\" name=\"1636056734767767\"><\/a><a href=\"#\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" alt=\"example image 800x100\" src=\"https:\/\/static21.senatedems.org\/media\/700x0\/61843eb6a239d.png\" \/><\/a><\/div>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<div style=\"margin: 0; padding: 0;\">\n<table width=\"100%\" cellpadding=\"0\" border=\"0\" cellspacing=\"0\" style=\"line-height: 31px;\">\n<tbody>\n<tr>\n<td>\n<p><a id=\"1636056765153153\" name=\"1636056765153153\"><\/a><\/p>\n<div style=\"text-align: left; font-size: 19px; padding-top: 15px; padding-bottom: 15px;\">\n<div>\n<p>If enough signatures are gathered, this too can evade our governor\u2019s veto.\u00a0<\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"background-color: transparent;\"><b>DISTRICT HAPPENINGS<\/b>\u00a0<\/span><\/p>\n<p><span style=\"background-color: transparent;\">I participated in a Child Care Town Hall hosted by the Michigan Caregivers and Student Parents (MCSP) along with elected officials and child care providers. We discussed how the pandemic affected and revealed disparities in the availability of child care, and the dire need for increased child care funding. You can read more about it <a href=\"https:\/\/www.michigandaily.com\/ann-arbor\/city-officials-parents-discuss-decrease-of-child-care-options-in-ann-arbor-at-town-hall\/\">here<\/a>.\u00a0<\/span><\/p>\n<p><span style=\"background-color: transparent;\">I also recently toured the Ypsi Armory, which houses Michigan National Guard and Army soldiers, and spoke with Major General Paul Rogers about their need for upgrades and improvements. The improvements will ensure that our female soldiers have equitable bathrooms, locker rooms and a much-needed lactation room, and make the facility more energy efficient. That\u2019s why I was proud to vote YES on <a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2021-SB-0153\">Senate Bill 153<\/a> and <a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2021-HB-5267\">House Bill 5267<\/a>, which exempt these products from the sales and use tax.\u202f&nbsp;<\/span><br><\/p><p><span style=\"background-color: transparent\">On Thursday, Nov. 4, Gov. Gretchen Whitmer signed HB 5267 into law and will sign SB 153&nbsp;into law on Friday, Nov. 5.&nbsp;<\/span><br><\/p><p><span style=\"background-color: transparent\"><b>Credit Card Processing\u202f&nbsp;<\/b><\/span><br><\/p><p><span style=\"background-color: transparent\">Small businesses rely on being able to process credit card transactions. Owners will sign contracts with companies that provide credit card processing systems with small fees on transactions and standard early termination fees. Unfortunately, there are bad actors who take advantage of less sophisticated business owners with flashy language, temporarily low rates that spike, or outright lies.&nbsp;<\/span><br><\/p><p><span style=\"background-color: transparent\">Once a small business signs a predatory contract, they can be locked into a bad contract with outrageous termination fees. This is why I introduced <a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2021-SB-0699\">Senate Bill 699<\/a> to protect small businesses from predatory contracts and bad actors by ensuring that cancellation fees are reasonable.&nbsp;<\/span><br><\/p><p><span style=\"background-color: transparent\"><b>School Tax Credit\/Voucher Petition<i>&nbsp;<\/i><\/b><\/span><br><\/p><p><span style=\"background-color: transparent\">Our state constitution allows the Legislature to enact a law if a petition drive obtains signatures from registered voters equal to 8% of the total vote for governor in the prior election. If the Legislature enacts the law, the Governor cannot veto it.&nbsp;<\/span><br><\/p><p><span style=\"background-color: transparent\">This is exactly what conservative, DeVos-backed groups are trying to do now that Gov. Whitmer has said that she will veto <a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2021-SB-0687\">Senate Bill 687<\/a> and <a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2021-HB-5405\">House Bill 5405<\/a>. The petition will authorize a school voucher-style system by creating tuition accounts for students wanting to go to private schools. These accounts would be funded by individuals and corporations that would get a 1:1 income tax credit for their donations.\u202f&nbsp;<\/span><br><\/p><p><span style=\"background-color: transparent\">The Senate Fiscal Agency, which provides detailed analysis on legislation, wrote this in their <a href=\"http:\/\/www.legislature.mi.gov\/documents\/2021-2022\/billanalysis\/Senate\/pdf\/2021-SFA-0687-C.pdf\">analysis<\/a>: \u201cThe bill would reduce State revenue by as much as $500 million in the first year it was effective, with the potential for the revenue loss to increase 20% per year in later years\u2026 If the cap on the maximum value of credits grew 20% per year, the cap would be $500 million in the first year, $600 million in the second year, $720 million in the third year, $864 million in the fourth year, and more than $1 billion by the fifth year.\u201d&nbsp;<\/span><br><\/p><p>This is a direct challenge to our state\u2019s constitutional ban on using public money to help pay for private schooling and the last attempt to implement a school voucher-style system that was overwhelmingly opposed by Michigan. It threatens the financial health of our state and our schools by giving corporations and the wealthiest another major tax break.&nbsp;<\/p><p><span style=\"background-color: transparent\"><b>Election \u201cSecurity\u201d Petition<i>&nbsp;<\/i><\/b><\/span><\/p><p><span style=\"background-color: transparent\">Similarly, conservative groups have been gathering signatures on a petition that will suppress voting and make it harder for our local clerks to do their job. One part of the petition that is most concerning is that it would prohibit local clerks from accepting direct funding or free \u201cin-kind\u201d assistance for election-related activities from individuals or non-governmental entities. Our local clerks have serious concerns about this provision.&nbsp;<\/span><\/p><p><\/p><p><\/p><p><\/p><p><\/p><p><\/p><p><\/p><p><\/p><p><\/p><p><\/p><p><\/p><p><\/p><p><\/p><p><\/p><p><\/p><p><\/p><p><\/p><p><\/p><p><\/p><p><\/p><p><\/p><p><\/p><p><\/p><p><\/p><p><\/p><p><\/p><p><\/p><p><\/p><p><\/p><p><\/p><p><\/p><p><\/p><p><\/p><p><\/p><p><\/p><p><\/p><p><\/p><p><\/p><p><\/p><p><\/p><p><\/p><p><\/p><\/div><\/div><\/td><\/tr><\/tbody><\/table><\/div><div style=\"margin:0;padding:0\"><table width=\"100%\" cellpadding=\"0\" border=\"0\" cellspacing=\"0\"><tbody><tr><td><div><a id=\"1636056734767767\" name=\"1636056734767767\"><\/a><a href=\"#\" target=\"_blank\" rel=\"noopener\"><img alt=\"example image 800x100\" src=\"https:\/\/static21.senatedems.org\/media\/700x0\/61843eb6a239d.png\"><\/a><\/div><\/td><\/tr><\/tbody><\/table><\/div><div style=\"margin:0;padding:0\"><table width=\"100%\" cellpadding=\"0\" border=\"0\" cellspacing=\"0\" style=\"line-height: 31px\"><tbody><tr><td style=\", Times, serif\"><a id=\"1636056765153153\" name=\"1636056765153153\"><\/a><div style=\"text-align: left;font-size: 19px;padding-top: 15px;padding-bottom: 15px;, Times, serif\"><div><p>If enough signatures are gathered, this too can evade our governor\u2019s veto.&nbsp;<\/p><p><br><\/p><p><span style=\"background-color: transparent\"><b>DISTRICT HAPPENINGS<\/b>&nbsp;<\/span><\/p><p><span style=\"background-color: transparent\">I participated in a Child Care Town Hall hosted by the Michigan Caregivers and Student Parents (MCSP) along with elected officials and child care providers. We discussed how the pandemic affected and revealed disparities in the availability of child care, and the dire need for increased child care funding. You can read more about it <a href=\"https:\/\/www.michigandaily.com\/ann-arbor\/city-officials-parents-discuss-decrease-of-child-care-options-in-ann-arbor-at-town-hall\/\">here<\/a>.&nbsp;<\/span><br><\/p><p><span style=\"background-color: transparent\">I also recently toured the Ypsi Armory, which houses Michigan National Guard and Army soldiers, and spoke with Major General Paul Rogers about their need for upgrades and improvements. The improvements will ensure that our female soldiers have equitable bathrooms, locker rooms and a much-needed lactation room, and make the facility more energy efficient.
