(Sept. 2, 2021) \u2014 Sen.&nbsp;<strong>Jeff Irwin<\/strong>&nbsp;(D-Ann Arbor) has introduced&nbsp;<a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2021-SB-0619\" target=\"_blank\" rel=\"noreferrer noopener\">Senate Bill 619<\/a>&nbsp;that would remove language allowing the Marijuana Regulatory Agency to deny a license to any applicant on account of their \u201cmoral character\u201d or if they have any previous marijuana-related offenses.<br \/><br \/>Under the Medical Marijuana Facilities Licensing Act, the Marijuana Regulatory Agency is empowered to deny an applicant because of their \u2018integrity, moral character, and reputation\u2019 or if the applicant has any prior marijuana-related offenses, even if the offense has been pardoned, expunged, or reversed.<br \/><br \/>\u201cRemoving the \u2018moral character clause\u2019 eliminates unnecessary subjectivity from the licensure process,\u201d Sen. Irwin said. \u201cPeople with prior marijuana-related convictions should not be excluded from participating in the industry if they otherwise meet the requirements to receive a marijuana facility license.\u201d<br \/><br \/>The Michigan Regulation and Taxation of Marijuana Act, the law regulating adult-use cannabis facilities, has no language allowing the Marijuana Regulatory Agency to consider an applicant\u2019s \u2018moral character\u2019 or prior marijuana-related offenses. This bill would align Michigan\u2019s medical cannabis law with the state\u2019s adult-use law.<br \/><br \/>\u201cIn the past two years, I\u2019ve been proud to work with my colleagues passing legislation that ensures that people with criminal convictions can earn a living and move forward with their lives,\u201d Sen.
