(June 5, 2025) \u2014 From big cities to small rural towns, gun violence hits communities in every corner of our state. Building on a <span><u><a class=\"x_Hyperlink x_SCXW53321833 x_BCX0 x_OWAAutoLink\" id=\"OWAe61ea56e-80a9-6547-9853-8cb23310d4e4\" data-auth=\"NotApplicable\" rel=\"noopener noreferrer\" target=\"_blank\" href=\"https:\/\/senatedems.com\/blog\/2024\/06\/21\/gun-violence-awareness-month\/\" title=\"https:\/\/senatedems.com\/blog\/2024\/06\/21\/gun-violence-awareness-month\/\">slate of gun safety policies Michigan Democrats ushered into law in recent years<\/a><\/u><\/span> to address this crisis, the Senate Committee on Civil Rights, Judiciary, and Public Safety advanced three additional policies today to keep Michiganders safe from senseless violence.<\/div>\n<div class=\"x_elementToProof\" aria-hidden=\"true\"><\/div>\n<div class=\"x_elementToProof\">\n<p>Among the common-sense gun safety measures passed were bills to:<\/p>\n<p>&nbsp;<\/p>\n<\/div>\n<ul>\n<li>\n<div class=\"x_elementToProof\"><b>Prohibit bump stocks<\/b>, a device that can convert semi-automatic firearms into machine guns in a matter of minutes;<\/div>\n<\/li>\n<li>\n<div class=\"x_elementToProof\"><b>Address ghost guns<\/b>, which are fully functioning, untraceable firearms and the fastest-growing gun safety problem facing our country; and<\/div>\n<\/li>\n<li>\n<div class=\"x_elementToProof\"><b>Keep the Michigan Capitol complex safe<\/b> from gun violence to ensure a secure environment for students, teachers, parents, advocates, and lawmakers.<\/div>\n<\/li>\n<\/ul>\n<div class=\"x_elementToProof\">\n<p>\u201cTwo years ago, Senate Democrats used our people-powered Majority to finally address gun violence in our communities,\u201d said Chair <b>Stephanie Chang<\/b> (D-Detroit). \u201cWe made considerable progress \u2014 strengthening background checks, establishing a Red Flag law, requiring safe storage, disarming domestic abusers, and investing in community violence intervention programs. And we\u2019re not done, we are continuing these efforts and working to save lives and build a future free from gun violence for our children.\u201d<\/p>\n<p>This action comes just before the <span><u><a class=\"x_Hyperlink x_SCXW53321833 x_BCX0 x_OWAAutoLink\" id=\"OWA97942c22-8e5d-a46c-3a53-1f476b50de0c\" data-auth=\"NotApplicable\" rel=\"noopener noreferrer\" target=\"_blank\" href=\"https:\/\/wearorange.org\/\" title=\"https:\/\/wearorange.org\/\">11th National Gun Violence Awareness Day<\/a><\/u><\/span> on June 6, 2025, when communities across the nation come together to honor survivors of gun violence and build community with those working to address this pervasive issue.<\/p>\n<p><b>Prohibiting Bump Stocks<\/b><\/p>\n<\/div>\n<div class=\"x_elementToProof\">\n<p>Michigan law prohibits a person from manufacturing, selling, or possessing weapons and devices such as machine guns and silencers; however, current statute does not prohibit bump stocks \u2014 a deadly device that allows a user to convert a semi-automatic firearm into a machine gun in a matter of minutes. In recent years, bump stocks have become a popular tool among mass shooters and other criminals as they dramatically increase a gun\u2019s rate of fire. Most notably, rifles modified with bump stocks were used in the <span><u><a class=\"x_Hyperlink x_SCXW53321833 x_BCX0 x_OWAAutoLink\" id=\"OWA6cecbdc1-78bc-5ca0-d19f-a52fa10b1bcd\" data-auth=\"NotApplicable\" rel=\"noopener noreferrer\" target=\"_blank\" href=\"https:\/\/www.nbcnews.com\/storyline\/las-vegas-shooting\/las-vegas-shooting-deadliest-modern-u-s-history-n806486\" title=\"https:\/\/www.nbcnews.com\/storyline\/las-vegas-shooting\/las-vegas-shooting-deadliest-modern-u-s-history-n806486\">deadliest mass shooting in modern U.S. history<\/a><\/u><\/span>, where a lone shooter fired over 1,000 rounds in just 11 minutes, killing nearly 60 concert goers and leaving hundreds of others critically injured.<\/p>\n<p><span><u><a class=\"x_Hyperlink x_SCXW53321833 x_BCX0 x_OWAAutoLink\" id=\"OWAc64d974e-3bc7-3321-ea7d-900f559ce7d4\" data-auth=\"NotApplicable\" rel=\"noopener noreferrer\" target=\"_blank\" href=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2025-SB-0224\" title=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2025-SB-0224\">Senate Bill 224<\/a><\/u><\/span>, sponsored by Sen. <b>Dayna Polehanki<\/b> (D-Livonia), seeks to keep these dangerous devices out of the hands of Michigan residents by adding bump stocks to the list of weapons prohibited in the state. If signed into law, this bill would allow Michigan to <span><u><a class=\"x_Hyperlink x_SCXW53321833 x_BCX0 x_OWAAutoLink\" id=\"OWAe9580ae0-c32f-216f-9e8e-5042d01df6bd\" data-auth=\"NotApplicable\" rel=\"noopener noreferrer\" target=\"_blank\" href=\"https:\/\/everytownresearch.org\/solution\/prohibit-bump-stocks\/\" title=\"https:\/\/everytownresearch.org\/solution\/prohibit-bump-stocks\/\">join 17 other states<\/a><\/u><\/span> that have adopted this policy.<\/p>\n<p>\u201cDestructive weapons of war should never have a place in our communities, yet devices that allow individuals to convert a rifle into a functioning machine gun remain legal in our state,\u201d said Sen. <b>Polehanki<\/b>. \u201cAnd let me be clear: these are not tools for sport or self-defense. Bump stocks are used to inflict maximum harm in seconds, and their continued availability puts every one of our communities at risk. That\u2019s unacceptable, and it&#8217;s time for a change.\u201d<\/p>\n<p><b>Serializing Ghost Guns<\/b><\/p>\n<\/div>\n<div class=\"x_elementToProof\">\n<p>Also advanced through the committee process were Senate Bills <span><u><a class=\"x_Hyperlink x_SCXW53321833 x_BCX0 x_OWAAutoLink\" id=\"OWA3aab491f-be71-1d63-fa8f-f58265d3ba55\" data-auth=\"NotApplicable\" rel=\"noopener noreferrer\" target=\"_blank\" href=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2025-SB-0331\" title=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2025-SB-0331\">331<\/a><\/u><\/span> and <span><u><a class=\"x_Hyperlink x_SCXW53321833 x_BCX0 x_OWAAutoLink\" id=\"OWA3507d7f2-ade6-adf9-7c91-93ca973714ad\" data-auth=\"NotApplicable\" rel=\"noopener noreferrer\" target=\"_blank\" href=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2025-SB-0332\" title=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2025-SB-0332\">332<\/a><\/u><\/span>, sponsored by Sen. <b>Mallory McMorrow<\/b> (D-Royal Oak). This package would prohibit the purchase, possession, and distribution of firearms without valid serial numbers, also known as \u201cghost guns.\u201d Under the bills, a first offense would count as a misdemeanor and could lead to a maximum penalty of a $5,000 fine and a one-year prison sentence. Following offenses would be felonies that carry up to a five-year, $10,000 sentence.<\/p>\n<p>\u201cGhost guns are deliberately designed to evade accountability \u2014 no background checks, no serial numbers, and no way to trace them once they\u2019re used in a crime,\u201d said Sen. <b>McMorrow<\/b>. \u201cAs we see law enforcement officers recovering these untraceable firearms at an alarming rate, Michigan can\u2019t afford to wait. Just as rapidly as new weapon production methods emerge and evolve, so too must our laws and public safety efforts. Our communities deserve nothing less.\u201d<\/p>\n<p>Ghost guns often come in kits or can be assembled from 3-D printed parts, often in less than an hour. They currently pose the fastest-growing gun safety problem facing our country, as the Bureau of Alcohol, Tobacco, Firearms and Explosives estimates that more than <span><u><a class=\"x_Hyperlink x_SCXW53321833 x_BCX0 x_OWAAutoLink\" id=\"OWAa6d4468d-d1d6-671b-2929-cf3823771bae\" data-auth=\"NotApplicable\" rel=\"noopener noreferrer\" target=\"_blank\" href=\"https:\/\/everytownresearch.org\/issue\/ghost-guns\/\" title=\"https:\/\/everytownresearch.org\/issue\/ghost-guns\/\">70,700 suspected ghost guns were recovered<\/a><\/u><\/span> by law enforcement between 2016 and 2022 \u2014 nearly two-thirds of which were recovered in 2021 and 2022. Throughout the nation, <span><u><a class=\"x_Hyperlink x_SCXW53321833 x_BCX0 x_OWAAutoLink\" id=\"OWAea4a3da8-81d5-541d-7125-899ad08f6ebe\" data-auth=\"NotApplicable\" rel=\"noopener noreferrer\" target=\"_blank\" href=\"https:\/\/everytownresearch.org\/issue\/ghost-guns\/\" title=\"https:\/\/everytownresearch.org\/issue\/ghost-guns\/\">15 states<\/a><\/u><\/span> have adopted policies to address this public safety issue, and in March of this year, the US Supreme Court upheld the Constitutionality of such regulations 7-2.<\/p>\n<p><b>Keeping the Michigan Capitol Safe for Visitors<\/b><\/p>\n<\/div>\n<div class=\"x_elementToProof\">\n<p>Every day, hundreds of people walk through the Michigan Capitol and accompanying legislative office spaces, including students and teachers on school field trips, citizens looking to advocate on issues close to their hearts, and legislators and staffers who work diligently on behalf of Michiganders. To ensure the safety of all those who visit the Capitol complex, the committee also advanced Senate Bills <span><u><a class=\"x_Hyperlink x_SCXW53321833 x_BCX0 x_OWAAutoLink\" id=\"OWAb0b8afc5-b13e-458b-dd38-64634acc1690\" data-auth=\"NotApplicable\" rel=\"noopener noreferrer\" target=\"_blank\" href=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2025-SB-0225\" title=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2025-SB-0225\">225<\/a><\/u><\/span> and <span><u><a class=\"x_Hyperlink x_SCXW53321833 x_BCX0 x_OWAAutoLink\" id=\"OWA561ac3cf-ec77-bd1e-dfa0-6cc755aa12f5\" data-auth=\"NotApplicable\" rel=\"noopener noreferrer\" target=\"_blank\" href=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2025-SB-0226\" title=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2025-SB-0226\">226<\/a><\/u><\/span>, sponsored by Sens. <b>Polehanki <\/b>and <b>Rosemary Bayer<\/b> (D-West Bloomfield).<\/p>\n<p>This legislation seeks to codify the Capitol Commission\u2019s ruling that prohibits both the concealed and open carry of firearms in the Michigan State Capitol Building, and would also ensure that this applies to the Anderson House Office Building and the Binsfeld Senate Office Building. Currently, 26 other states across the country have similar measures in place to uphold the safety of Capitol visitors.<\/p>\n<p>\u201cI was on the Senate floor when armed men stormed the Michigan Capitol and occupied the chamber\u2019s gallery in 2020. I saw the fear on my colleagues&#8217; faces, and I watched as some strapped on bulletproof vests. Those types of threats and intimidation have no place in any work environment \u2014 especially not one where the work of the people is being done,\u201d said Sen. <b>Bayer<\/b>, former chair of the bicameral Firearm Safety and Violence Prevention Caucus. \u201cEvery day, we have students and teachers, parents and public servants walk the halls of our Capitol. It\u2019s our responsibility to make sure they feel safe doing so, and this legislation will help ensure all people feel safe freely participating in our state\u2019s democracy.\u201d<\/p>\n<p>Earlier this week, the Senate also adopted <span><u><a class=\"x_Hyperlink x_SCXW53321833 x_BCX0 x_OWAAutoLink\" id=\"OWA80daa8a6-a09d-4253-1080-325b1c6d0d25\" data-auth=\"NotApplicable\" rel=\"noopener noreferrer\" target=\"_blank\" href=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2025-SR-0054&amp;QueryID=171426662\" title=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2025-SR-0054&amp;QueryID=171426662\">a resolution<\/a><\/u><\/span> led by Sen. <b>McMorrow <\/b>to recognize June 2025 as Gun Violence Awareness Month. These actions ultimately <span><u><a class=\"x_Hyperlink x_SCXW53321833 x_BCX0 x_OWAAutoLink\" id=\"OWA5ff27ecc-af56-4d01-f304-8ad0170aa054\" data-auth=\"NotApplicable\" rel=\"noopener noreferrer\" target=\"_blank\" href=\"https:\/\/senatedems.com\/blog\/2024\/06\/21\/gun-violence-awareness-month\/\" title=\"https:\/\/senatedems.com\/blog\/2024\/06\/21\/gun-violence-awareness-month\/\">build on significant progress<\/a><\/u><\/span> championed by Michigan Democrats during the 102nd Legislature, including legislation that:<\/p>\n<\/div>[\/et_pb_text][et_pb_text _builder_version=&#8221;4.27.3&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221; theme_builder_area=&#8221;post_content&#8221;]<p>\u200b<\/p>\n<ul>\n<li>\n<div class=\"x_elementToProof\"><span><b><u><a class=\"x_Hyperlink x_SCXW53321833 x_BCX0 x_OWAAutoLink\" id=\"OWA245487fb-303d-e1c0-630f-bcb663fcc400\" data-auth=\"NotApplicable\" rel=\"noopener noreferrer\" target=\"_blank\" href=\"https:\/\/senatedems.com\/hertel\/2023\/03\/16\/life-saving-action-on-gun-violence-prevention\/\" title=\"https:\/\/senatedems.com\/hertel\/2023\/03\/16\/life-saving-action-on-gun-violence-prevention\/\">Strengthens background checks<\/a><\/u><\/b><\/span> to close the private sale loophole;<\/div>\n<\/li>\n<li>\n<div class=\"x_elementToProof\"><span><b><u><a class=\"x_Hyperlink x_SCXW53321833 x_BCX0 x_OWAAutoLink\" id=\"OWA689068ce-99e4-a420-a5a7-63fc2bb481a1\" data-auth=\"NotApplicable\" rel=\"noopener noreferrer\" target=\"_blank\" href=\"https:\/\/senatedems.com\/hertel\/2023\/03\/16\/life-saving-action-on-gun-violence-prevention\/\" title=\"https:\/\/senatedems.com\/hertel\/2023\/03\/16\/life-saving-action-on-gun-violence-prevention\/\">Promotes safe storage<\/a><\/u><\/b><\/span> by creating child access protection laws to keep legal firearms safely and securely stored and out of the hands of children and teens;<\/div>\n<\/li>\n<li>\n<div class=\"x_elementToProof\"><span><b><u><a class=\"x_Hyperlink x_SCXW53321833 x_BCX0 x_OWAAutoLink\" id=\"OWA40330c08-383f-e1cd-077e-940d8c4b7f73\" data-auth=\"NotApplicable\" rel=\"noopener noreferrer\" target=\"_blank\" href=\"https:\/\/senatedems.com\/hertel\/2023\/03\/16\/life-saving-action-on-gun-violence-prevention\/\" title=\"https:\/\/senatedems.com\/hertel\/2023\/03\/16\/life-saving-action-on-gun-violence-prevention\/\">Allows courts to issue Extreme Risk Protection Orders<\/a><\/u><\/b><\/span> to temporarily intervene and suspend a person\u2019s access to firearms if they show clear warning signs of violence and pose an immediate threat to themselves or others;<\/div>\n<\/li>\n<li>\n<div class=\"x_elementToProof\"><span><b><u><a class=\"x_Hyperlink x_SCXW53321833 x_BCX0 x_OWAAutoLink\" id=\"OWAe1fdc306-8b88-4aa6-e70e-acc53a26d2bb\" data-auth=\"NotApplicable\" rel=\"noopener noreferrer\" target=\"_blank\" href=\"https:\/\/senatedems.com\/chang\/2023\/10\/11\/protect-survivors-of-domestic-violence-2\/\" title=\"https:\/\/senatedems.com\/chang\/2023\/10\/11\/protect-survivors-of-domestic-violence-2\/\">Protects survivors of domestic violence<\/a><\/u><\/b><\/span><b> <\/b>by preventing those convicted of misdemeanor domestic violence crimes from possessing, using, purchasing, or carrying a firearm in Michigan for eight years;
