(June 9, 2023) \u2014 On Thursday, Sen.\u00a0<\/span><\/span><\/span>Stephanie Chang<\/span><\/span>\u00a0(D-Detroit), Sen.\u00a0<\/span><\/span><\/span>Mary Cavanagh<\/span><\/span>\u00a0(D-Redford T<\/span>wp<\/span>.<\/span>), Rep.\u00a0<\/span><\/span><\/span>Ranjeev Puri\u00a0<\/span><\/span><\/span>(D-Canton), and Rep.\u00a0<\/span><\/span><\/span>John Fitzgerald<\/span><\/span>\u00a0(D-Wyoming) introduced S<\/span>enate\u00a0<\/span><\/span>B<\/span>ills<\/span>\u00a0<\/span><\/span>382<\/span><\/span><\/a>\u00a0and\u00a0<\/span><\/span><\/span>383<\/span><\/span><\/a>\u00a0and H<\/span>ouse\u00a0<\/span><\/span>B<\/span>ills<\/span>\u00a0<\/span><\/span>4720<\/span><\/span><\/a>\u00a0and\u00a0<\/span><\/span><\/span>4721<\/span><\/span><\/a>\u00a0that would make state services more accessible and available to those who are English Language Learners\/limited English proficient<\/span>\u00a0(LEP)<\/span>.\u00a0<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

\n

\u201cMichigan is becoming a more diverse state and includes a large and growing immigrant population that should all have access to state government services regardless of ability to speak or understand English,\u201d said<\/span><\/span>\u00a0<\/span><\/span>Sen.\u00a0<\/span><\/span><\/span>Chang<\/span><\/span>. \u201cOver\u00a0<\/span><\/span><\/span>944,928 Michiganders<\/span><\/span><\/a>\u00a05<\/span>\u00a0years\u00a0<\/span><\/span>old\u00a0<\/span><\/span>and over speak another language besides English at home. Whether it\u2019s accessing public benefits, being able to vote in a language they understand, or getting help with unemployment, every Michigander deserves to get the help they need from state departments and agencies<\/span>\u00a0<\/span>in order to make sure their needs are met. This is an important piece of legislation that will help move Michigan forward and not leave immigrant communities behind.\u201d<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

\u201cAs the daughter of a Mexican immigrant and\u00a0first-generation American<\/span>,<\/span>\u00a0I am proud to sponsor these bills to create a more welcoming state. To grow the state of Michigan, we need to adapt to the changing times,\u201d said<\/span><\/span>\u00a0<\/b>Sen.\u00a0<\/span>Cavanagh.\u00a0<\/b><\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

These bills ensure that state departments and agencies will take reasonable steps to provide equal language access, which could include a variety of things such as oral language services and\u00a0<\/span><\/span>translating<\/span>\u00a0vital documents into languages spoken by LEP populations that constitute at least\u00a0<\/span><\/span>three<\/span>\u00a0percent of the population in that geographic area or 500 or more people served by that local office. The bill also requires that every two years, each department and agency will submit to the Office of Global Michigan a report detailing their plans for implementation of equal language access. The language access plan will include items such as the number of bilingual workers, a plan to address any insufficiency, a list of vital documents t<\/span>he department<\/span>\u00a0has translated, and the name of the individual designated as the entity\u2019s language access coordinator.<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

\u201cEnsuring that every Michigander, regardless of the language they speak, has access and understanding to programs and services within our state plays a crucial role in allowing every person the opportunity to participate in economic, social, and civic life. This package of bills is an important step toward a more inclusive state for every person, worker and family,\u201d said\u00a0<\/span><\/span><\/span>Rep.\u00a0<\/span>Puri<\/b><\/span><\/span>.\u00a0<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n

A significant portion of the population in my district in Wyoming are non-native English speakers,\u00a0<\/span><\/span>and\u00a0<\/span><\/span>like all Michiganders whose first language is not English, they deserve to have essential resources available to them.\u201d<\/span><\/span>\u00a0<\/span><\/p>\n<\/div>\n
