I partnered with the Michigan Chinese American Coalition (MCAC) and Detroit legislators to donate 12,000 surgical masks to community health clinics, nursing homes, senior buildings, police precincts, and more. <br \/><br \/>Founded in January when the coronavirus outbreak first started, MCAC is a volunteer-based coalition of more than 50 local Chinese American nonprofits with the shared common goal of assisting health care workers in combatting COVID-19. <br \/><img decoding=\"async\" class=\"wp-image-5778\" style=\"width: 400px\" src=\"https:\/\/senatedems.com\/chang\/wp-content\/uploads\/sites\/19\/2020\/07\/ChangMaskDonation_FPO.png\" alt=\"\"><\/p>\n\n\n\n<hr class=\"wp-block-separator\" \/>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Real ID: What You Need to Know\n<\/strong><\/h4>\n\n\n\n<p class=\"has-text-align-left\">Due to the novel coronavirus pandemic, converting your driver\u2019s license or state identification card to a REAL ID \u2014 as was originally set to be enforced by October 2020 \u2014 has been delayed another year. <br \/><br \/>That means that, beginning October 1, 2021, every air traveler 18 years of age and older will need a REAL ID-compliant driver\u2019s license, state-issued enhanced driver\u2019s license, or another acceptable form of ID to fly within the United States. <br \/><br \/>The REAL ID Act is a national mandate for all states. It establishes minimum security standards for state-issued driver\u2019s licenses and identification cards to better ensure the safety and security of all air travelers after the 9\/11 terrorist attacks. Those without a REAL <br \/><br \/>ID, enhanced driver\u2019s license, or other acceptable forms of identification will not be permitted to board any flight, international or domestic. <\/p>\n\n\n\n<div class=\"wp-block-media-text alignwide has-media-on-the-right\" style=\"grid-template-columns:auto 54%\"><figure class=\"wp-block-media-text__media\"><img decoding=\"async\" src=\"https:\/\/senatedems.com\/chang\/wp-content\/uploads\/sites\/19\/2020\/07\/RealID_bw-1.jpg\" alt=\"\" class=\"wp-image-5780\" \/><\/figure><div class=\"wp-block-media-text__content\">\n<h4 class=\"wp-block-heading\"><strong>DON\u2019T DELAY. <\/strong><\/h4>\n\n\n\n<p><strong>REAL ID goes into effect Oct. 1, 2021 <\/strong><\/p>\n\n\n\n<p>For more information, visit <strong><a href=\"https:\/\/www.michigan.gov\/sos\/0,4670,7-127-1627_81569---,00.html\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">Michigan.gov\/RealID<\/a><\/strong>. <\/p>\n<\/div><\/div>\n\n\n\n<hr class=\"wp-block-separator\" \/>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Legislative Update <\/strong><br \/><em>MICHIGAN SENATE | DISTRICT 1 <\/em><\/h4>\n\n\n\n<p><strong>Below are some of the bills I have introduced:\n<\/strong><\/p>\n\n\n\n<p><strong>Senate Bill 583 \u2014 Asbestos <\/strong><br \/>Requires public contracts for asbestos abatement projects to, under certain circumstances, undergo a background investigation and publicly post certain information, as well as hold public hearings on the contracts. This is part of a bipartisan bill package to improve transparency and accountability in asbestos abatement contracting. <\/p>\n\n\n\n<p><strong>Senate Bill 763 \u2014 Renewable energy <\/strong><br \/>Amends the Clean and Renewable Energy and Energy Waste Reduction Act of 2008 to ensure Michigan operates using 100% renewable energy sources by 2050. <\/p>\n\n\n\n<p><strong>Senate Bill 767 \u2014 Corporate tax break transparency <\/strong><br \/>Requires the Michigan Strategic Fund board to post draft contract agreements, as well as any briefing memoranda and term sheets, on its website 10 business days before it can approve a grant, award, tax credit, loan, or other assistance. <\/p>\n\n\n\n<p><strong>Senate Bill 797 \u2014 Textbook tax relief <\/strong><br \/>Allows Pell Grant-eligible students pursuing a college degree or career in technical education to receive an income tax credit equal to the amount of taxes they pay on purchased, or rented, textbooks required for class. <\/p>\n\n\n\n<p><strong>Senate Bill 916 \u2014 Tax foreclosure deadline extension <\/strong><br \/>Allows foreclosing governmental units to extend the tax foreclosure deadlines during a state of disaster or emergency. <\/p>\n\n\n\n<p><strong>Senate Bill 929 \u2014 Worker safety <\/strong><br \/>Part of a workers\u2019 rights bill package, this bill increases MIOSHA fines for employers who do not comply with worker health and safety laws and regulations. Other bills in the package presume essential workers who test positive for COVID-19 contracted the virus during employment and are eligible for workers\u2019 compensation benefits, protect employees from adverse action if they report unsafe work conditions or are unable to come into work for a number of reasons related to COVID-19, and require employers to post a list of testing sites for their employees to see. <\/p>\n\n\n\n<p><strong>Senate Bill 948 \u2014 Dock collapse risk assessment <\/strong><br \/>Requires the state to undertake a risk assessment for environmental contamination of any waterfront property that had previously been used for either industrial or commercial purposes, as well as take high-water levels and history of inspections into consideration. Properties would be classified as high, medium, or low risk. <\/p>\n\n\n\n<hr class=\"wp-block-separator\" \/>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Important Election Dates\n<\/strong><\/h4>\n\n\n\n<p>As it currently exists, Michigan law states the following as deadlines for this year\u2019s November general election: <br \/><br \/><strong>October 19 <\/strong><br \/>Last day to register in any manner, other than in-person, with the local clerk for the November general election. <br \/><br \/><strong>October 20 through 8:00 p.m. November 3 <\/strong><br \/>In-person registration, with proof of residency, at the local clerk\u2019s office. <br \/><br \/><strong>November 3 <\/strong><br \/>Statewide general election. <\/p>\n\n\n\n<p><strong>Who is on the Ballot? <\/strong><\/p>\n\n\n\n<p>While the specific names of individuals \u2014 especially in the state House and local elections \u2014 vary by district, the following offices are up for election in 2020:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>U.S. President\/Vice President <\/li><li>U.S. Senator (1 seat) <\/li><li>U.S. Representative in Congress (all 14 districts) <\/li><li>State Representative (all 110 districts) <\/li><li>State Board of Education (2 seats) <\/li><li>University of Michigan Regents (2 seats), Michigan State University Trustees (2 seats), and Wayne State University Governors (2 seats) <\/li><li>Justice of the Supreme Court <\/li><li>Judge of the Court of Appeals, the Circuit Court, the District Court and Probate Court, respectively <\/li><li>County, township, city and village offices <\/li><li>Specified school district positions <br \/><img decoding=\"async\" class=\"wp-image-5781\" style=\"width: 300px\" src=\"https:\/\/senatedems.com\/chang\/wp-content\/uploads\/sites\/19\/2020\/07\/ThinkstockPhotos-145914665_bw-scaled.jpg\" alt=\"\"><\/li><\/ul>\n\n\n\n<h4 class=\"wp-block-heading\">ELECTION 2020: <strong>Voting from Home Essentials\n<\/strong><\/h4>\n\n\n\n<p>Many of us have seen the pictures of our fellow Americans heading to the polls during this pandemic, and, unfortunately, exposing themselves to the possibility of contracting COVID-19 while doing so. Here in Michigan, we continue to plan our next steps in ensuring we fulfill our constitutional right without putting ourselves \u2014 and others \u2014 at risk. <br \/><br \/>Fortunately, recent changes to Michigan\u2019s election law mean you don\u2019t even have to leave your home to vote, and if you do, poll workers will be wearing personal protective equipment and engaging in proper health protocols. <br \/><br \/>On Tuesday, May 19, 2020, Secretary of State Jocelyn Benson announced that all registered voters in Michigan will receive an <em>application <\/em>to vote by mail in the August and November elections. <br \/><br \/>Once a voter signs their application, they can mail or email a photo of it to their local clerk, whose contact information is included on the application. The application is also available for download at <a rel=\"noreferrer noopener\" aria-label=\"Michigan.gov\/Vote (opens in a new tab)\" href=\"https:\/\/mvic.sos.state.mi.us\/\" target=\"_blank\">Michigan.gov\/Vote<\/a>, where voters can register and join the permanent absent voter list, so they always have the option to vote from home. <\/p>\n\n\n\n<p>By visiting <a href=\"https:\/\/mvic.sos.state.mi.us\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"Michigan.gov\/Vote (opens in a new tab)\">Michigan.gov\/Vote<\/a>, you can ensure you are informed and prepared to cast your ballot from the safety of your own home by learning the following information: <\/p>\n\n\n\n<p>\u2022 Check your voter registration status. <br \/>All eligible and registered voters in Michigan may now request an absent voter ballot without providing a reason. <\/p>\n\n\n\n<p>\u2022 Request an absent voter ballot application. <br \/>Your request for an absent voter ballot must be in writing and can be submitted to your city or township clerk. <\/p>\n\n\n\n<p>\u2022 Return your application. <br \/>Fill out and return your absent voter ballot application to your local clerk\u2019s office. <\/p>\n\n\n\n<p>Not sure where your polling location is or who your city or county clerk are? <a href=\"https:\/\/mvic.sos.state.mi.us\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"Michigan.gov\/Vote (opens in a new tab)\">Michigan.gov\/Vote<\/a> can help you find that answer. Some jurisdictions provide a sample ballot so you can know who \u2014 and what \u2014 you\u2019re voting on before you head to the polls or complete your absentee ballot. <\/p>\n\n\n\n<p><em>*As the website also indicates, while it is strongly encouraged, you are not required to have identification when you go to the polls so long as you are prepared to sign a legally binding affidavit attesting to your identity. <\/em><\/p>\n\n\n\n<p style=\"background-color:#02374e;color:#ffffff\" class=\"has-text-color has-background has-text-align-center has-medium-font-size\">To date, of the 7.7 million registered voters in the state, about 1.3 million are on the permanent absent voter list. <br \/><\/p>\n\n\n\n<hr class=\"wp-block-separator\" \/>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Redistricting and the 2020 Census\n<\/strong><\/h4>\n\n\n\n<p>Every 10 years, following the U.S. Census, district lines for all political offices must\nbe redrawn in states across the country to accurately reflect their population. In\nMichigan, a randomly selected commission of residents will be responsible for\ndrawing U.S. Congressional and Michigan House and Senate district lines.\n<\/p>\n\n\n\n<p>Voters amended the state Constitution in November 2018 to give Michigan\nresidents \u2014 not legislators or special interest groups \u2014 the responsibility to\nredraw district lines, called \u201credistricting.\u201d This commission will be composed\nof 13 randomly selected Michigan registered voters: four affiliated with the\nDemocratic Party, four affiliated with the Republican Party, and five who do\nnot affiliate with either major political party.\n<\/p>\n\n\n\n<p><strong>This year is also a Census year, and it has never been easier to participate.\n<\/strong><\/p>\n\n\n\n<p>By returning your completed Census form, you are helping Michigan to be\nrepresented in Congress and determining how much funding we get for Head\nStart, health care, schools, roads, and our local communities.\n<\/p>\n\n\n\n<p>Visit <strong><a href=\"https:\/\/my2020census.gov\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">My2020Census.gov <\/a><\/strong>to complete your questionnaire. Your login information is a 12-digit number located on the packet sent to you earlier this year. If you do not have a number or cannot locate those materials, the website also has a link<br \/> to redirect you.
