(April 15, 2021) \u2014 Housing Michigan unveiled their legislative agenda today on the steps of the Michigan Capitol in downtown Lansing, that\u2019s focused on addressing the state\u2019s housing crisis through a series of bipartisan legislative initiatives.<\/p>\n\n\n\n<p>Numerous legislators, bill sponsors, and supporters \u2014 including Sens. Winnie Brinks, Kevin Daley, Jeremy Moss, Wayne Schmidt, and Roger Victory; and, Reps. Sara Cambensy, Mark Huizenga, Terry Sabo, and Joe Tate \u2014 were in attendance.<\/p>\n\n\n\n<p>\u201cToday was a good day for Michigan as we addressed, in a bipartisan manner, a very serious issue \u2014 the state\u2019s growing housing crisis,\u201d said Dawn Crandall, incoming Executive Vice President for Government Relations for the Home Builders Association of Michigan. \u201cWe cannot stress enough the urgency with which we need to focus on the legislative initiatives introduced today. We represent a diverse coalition of partners, but we speak with one voice because so much of our state\u2019s economic future depends on our success.\u201d<\/p>\n\n\n\n<p>\u201cI am proud to be part of this bipartisan, bicameral bill package because I think the proposed solutions will be immensely valuable for communities in and around Grand Rapids,\u201d said Sen.\u00a0<strong>Winnie Brinks<\/strong>\u00a0(D-Grand Rapids). \u201cThis legislation offers a great set of tools for our residents, whether they\u2019re longtime Grand Rapidians, or new neighbors who seek new opportunities and need adequate and safe housing at a price that works for them.\u201d<\/p>\n\n\n\n<p>The Housing Michigan Coalition is focused on creating and expanding tools for local governments to support the development or rehabilitation of housing supply that is attainable to more Michigan residents. The common principles around the various tax credit and proposed initiatives include:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Local control and flexibility:<\/strong>&nbsp;Local units will be able to decide many of the terms of proposed programs, including affordability requirements, length of any credits and where assistance can be applied (e.g., allowing up to 120% of area median income (AMI) and program term lengths). In short, allowing housing tools to be applied based on local conditions and need.<\/li><li><strong>Workforce housing:<\/strong>&nbsp;These tools will provide the most benefit for residents who have difficulty obtaining market-rate housing but have more income than would allow them to qualify for \u201caffordable housing\u201d assistance.<\/li><\/ul>\n\n\n\n<p>\u201cHousing stability impacts all of us \u2014 working families seeking affordable homes, local employers recruiting new talent, and Michigan communities maintaining safe neighborhoods,\u201d Sen.\u00a0<strong>Jeremy Moss<\/strong>\u00a0(D-Southfield) said. \u201cMy district includes Detroit\u2019s inner-ring suburbs, where we know that our housing options need revitalization. My bill would expand the successful Neighborhood Enterprise Zone Act to provide tax relief for homeowners who make investments that contribute to thriving neighborhoods. I\u2019m proud to be a part of a bipartisan effort to promote the renewal and reinvention of Michigan\u2019s diverse housing stock.\u201d<\/p>\n\n\n\n<p>The following legislative initiatives were introduced today:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Senate Bills&nbsp;<a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2021-SB-0360\" target=\"_blank\" rel=\"noreferrer noopener\">360<\/a>,&nbsp;<a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2021-SB-0361\" target=\"_blank\" rel=\"noreferrer noopener\">361<\/a>&nbsp;(Victory) and House Bills&nbsp;<a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2021-HB-4649\" target=\"_blank\" rel=\"noreferrer noopener\">4649<\/a>,&nbsp;<a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2021-HB-4650\" target=\"_blank\" rel=\"noreferrer noopener\">4650<\/a>&nbsp;(Huizenga): Employer-supported Housing Credit<\/li><li>Senate Bill&nbsp;<a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2021-SB-0362\" target=\"_blank\" rel=\"noreferrer noopener\">362<\/a>&nbsp;(Brinks) and House Bill&nbsp;<a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2021-HB-4647\" target=\"_blank\" rel=\"noreferrer noopener\">4647<\/a>&nbsp;(Sabo): Attainable Housing and Rehabilitation Act<\/li><li>Senate Bill&nbsp;<a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2021-SB-0363\" target=\"_blank\" rel=\"noreferrer noopener\">363<\/a>&nbsp;(Daley) and House Bill&nbsp;<a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2021-HB-4648\" target=\"_blank\" rel=\"noreferrer noopener\">4648<\/a>&nbsp;(Tate): Re-establish Code Promulgation Committee<\/li><li>Senate Bill&nbsp;<a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2021-SB-0364\" target=\"_blank\" rel=\"noreferrer noopener\">364<\/a>&nbsp;(Moss) and House Bill&nbsp;<a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2021-HB-4646\" target=\"_blank\" rel=\"noreferrer noopener\">4646<\/a>&nbsp;(Bolden): Expand NEZs to additional local government units<\/li><\/ul>\n\n\n\n<p>Legislative initiatives not yet introduced but coming soon include:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Residential facilities exemption (Sen. Horn and Rep. Roth)<\/li><li>Allow PILOTS for housing (Sen. Schmidt)<\/li><li>Housing impact statement (Sen. Daley and Rep. Tate)<\/li><li>Community land trusts (Sen. Victory and Rep. Lilly)<\/li><li>Re-establish authority of BCC (Rep. Cambensy)<\/li><\/ul>\n\n\n\n<p>\u201cThe Michigan Municipal League believes equitable, accessible, and attainable housing is a key component of building community wealth,\u201d said Jennifer Rigterink, executive committee member and legislative associate for the Michigan Municipal League. \u201cWe want to do all we can to assist municipalities to meet the housing needs of their residents and businesses.
