{"id":5873,"date":"2020-07-22T19:38:15","date_gmt":"2020-07-22T19:38:15","guid":{"rendered":"https:\/\/senatedems.com\/bayer\/?p=5873"},"modified":"2020-07-22T19:38:15","modified_gmt":"2020-07-22T19:38:15","slug":"democrats-introduce-bills-to-pause-standardized-testing","status":"publish","type":"post","link":"https:\/\/dev.senatedems.com\/bayer\/2020\/07\/22\/democrats-introduce-bills-to-pause-standardized-testing\/","title":{"rendered":"Democrats Introduce Bills to Pause Standardized Testing"},"content":{"rendered":"\n<p>LANSING, Mich. \u2014 Sens.&nbsp;<strong>Dayna Polehanki<\/strong>&nbsp;(D-Livonia),&nbsp;<strong>Erika Geiss<\/strong>&nbsp;(D-Taylor),&nbsp;<strong>Rosemary Bayer<\/strong>&nbsp;(D-Bloomfield Hills),<strong>Curtis Hertel Jr.<\/strong>&nbsp;(D-East Lansing),&nbsp;<strong>Jeff Irwin<\/strong>&nbsp;(D-Ann Arbor),&nbsp;<strong>Winnie Brinks<\/strong>&nbsp;(D-Grand Rapids),&nbsp;<strong>Sean McCann<\/strong>&nbsp;(D-Kalamazoo), and&nbsp;<strong>Paul Wojno<\/strong>&nbsp;(D-Warren) today introduced a bill package to pause most standardized tests for the 2020-2021 school year.&nbsp;&nbsp;<br \/><br \/>Identical bills are expected to be introduced in the House by Democratic Representatives.&nbsp;<br \/><br \/>\u201cOur students are coming back to school after a long break from in-person instruction due to the COVID-19 pandemic, and we don\u2019t know exactly what the impact will be on the upcoming school year. As a result, meaningful face-to-face instruction between teachers and their students will be vital to catch students up and get them back on track,\u201d Sen. Polehanki said. \u201cThat\u2019s why we are prioritizing assessments that drive instruction instead of putting students in front of computer screens to take tests for days on end.\u201d&nbsp;<br \/><br \/>The bills originated when parents, teachers, and administrators started raising questions on how to best prepare for the upcoming school year. These bills were drafted while considering the recommendations of the&nbsp;<a href=\"https:\/\/www.michigan.gov\/documents\/whitmer\/MI_Safe_Schools_Roadmap_FINAL_695392_7.pdf\">Michigan Return to School Advisory Council<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.michigan.gov\/whitmer\/0,9309,7-387-90499_90705-533311--,00.html\">Executive Order 2020-142<\/a>&nbsp;issued by Governor Whitmer.&nbsp;&nbsp;<br \/><br \/>\u201cWith our children\u2019s education and future at risk, it doesn\u2019t make sense for us to get back to \u2018business as usual\u2019 in the midst of an unprecedented moment,\u201d Sen. Geiss said. \u201cWe need to take the time to think critically about how to best ensure that all students get the education they need while teachers can safely evaluate students\u2019 growth and comprehension of the material.\u201d&nbsp;<br \/><br \/>Highlights of the bills in this package include:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Pausing the Read by Grade including retention and the requirement of administrating the screener for the 2020-2021 school year (Senate Bill 1045 by Sen. Polehanki);&nbsp;<\/li><li>Pausing the requirement that districts administer the MSTEP and PSAT 8-10 to receive state aid payments for the 2020-2021 school year (Senate Bill 1041 by Sen. Geiss);&nbsp;<\/li><li>Pausing the state mandate that districts evaluate teachers for the 2020-2021 school year (Senate Bill 1044 by Sen. Bayer);<\/li><li>Amending the requirement of teacher evaluations in tenure act to exclude the 2020-2021 school year (Senate Bill 1040 by Sen. Hertel);<\/li><li>Pausing the state mandate that districts administer the Michigan Merit Exam including the ACT Work Keys in the Michigan School Code (Senate Bill 1042 by Sen. Irwin);&nbsp;<\/li><li>Pausing the state mandate that districts administer the Michigan Merit Exam including the ACT Work Keys in the Michigan School Aid Act (Senate Bill 1038 by Sen. Brinks);&nbsp;<\/li><li>Pausing the requirement that the Kindergarten Readiness Exam be administrated for the 2020-2021 school year (Senate Bill 1043 by Sen. McCann); and,&nbsp;<\/li><li>Pausing the requirement that the Michigan Department of Education assign schools a \u201cletter grade\u201d for the 2020-2021 school year (Senate Bill 1039 by Sen. Wojno).<\/li><\/ul>\n\n\n\n<p>Education leaders from across the state have recognized the need to prioritize instruction over standardized testing for the coming school year. As such, Michigan State Superintendent for instruction\u00a0<a href=\"https:\/\/www.michigan.gov\/mde\/0,4615,7-140--533356--,00.html\">Dr. Michael Rice has also requested a student testing and school accountability waiver from the U.S. Department from Education<\/a>.\u00a0\u00a0<br \/><br \/>The SAT, which is linked to college entrance, and a few other tests will remain.
