{"id":5851,"date":"2020-07-02T08:47:00","date_gmt":"2020-07-02T08:47:00","guid":{"rendered":"https:\/\/senatedems.com\/bayer\/?p=5851"},"modified":"2020-07-02T08:47:00","modified_gmt":"2020-07-02T08:47:00","slug":"senate-democrats-expand-unemployment-as-federal-benefits-expire","status":"publish","type":"post","link":"https:\/\/dev.senatedems.com\/bayer\/2020\/07\/02\/senate-democrats-expand-unemployment-as-federal-benefits-expire\/","title":{"rendered":"Senate Democrats Expand Unemployment as Federal Benefits Expire"},"content":{"rendered":"\n<p>LANSING \u2014 The\nSenate Democratic Caucus has introduced a comprehensive plan to boost\nMichigan\u2019s unemployment system to expand benefits for unemployed individuals\nstarting July 25, 2020 \u2014 the last date of federal benefits for unemployment.<\/p>\n\n\n\n<p>Currently, unemployed Michiganders can access a more generous unemployment compensation than Michigan affords in non-pandemic times. The standard unemployment rate under a <a href=\"https:\/\/www.nytimes.com\/2011\/03\/29\/us\/politics\/29michigan.html?_r=2&amp;auth=login-email&amp;login=email&amp;ref=us\">Republican-passed law from 2011<\/a> is $362 per week for 20 weeks \u2014 falling substantially short of what those currently receiving federal unemployment assistance due to the COVID-19 pandemic are getting and threatening to upend family finances statewide.<\/p>\n\n\n\n<p>As such, the\nSenate Democratic bill package, Senate Bills 453 and 995-1005, would increase\nthe length and quality of benefits received by Michiganders as the pandemic\nstill threatens the livelihoods of many across our state and nation. <a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2020-SB-0995\">Senate Bill 995<\/a>, sponsored by\nSen. <strong>Dayna Polehanki<\/strong> (D-Livonia), would increase the maximum weekly\nbenefit to $602 per week. Paired with <a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2019-SB-0453\">Senate Bill 453<\/a>, introduced by\nSen. <strong>Paul Wojno <\/strong>(D-Warren), unemployed Michiganders would receive that money\nfor 26 weeks instead of the current 20 weeks.<\/p>\n\n\n\n<p>\u201cThe people of\nour state need help, not partisan bickering, and that\u2019s exactly why Senate\nDemocrats are stepping up to help our residents when they need it most, providing\nthem more financial stability and ensuring a smoother transition to keep food\non their tables and a roof over their heads,\u201d Sen. <strong>Dayna Polehanki<\/strong> said.\n\u201cWe must provide more equitable solutions that focus on people, not punishment,\nbecause unemployment is not a crime and the people who need it are not\ncriminals.\u201d<\/p>\n\n\n\n<p>Highlights of other bills in the package include:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Allowing those\nwho are unemployed to access loans and grants while they wait for unemployed\npayments (Senate Bills <a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2020-SB-0996\">996<\/a> by Sen. <strong>Sylvia Santana<\/strong> and <a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2020-SB-0997\">997<\/a> by Sen. <strong>Jeremy Moss<\/strong>); <\/li><li>Allowing workers\nto collect unemployment during pandemics (<a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2020-SB-0998\">Senate Bill 998<\/a> by Sen. <strong>Erika\nGeiss<\/strong>); <\/li><li>Lowering the\nearnings eligibility requirement and increasing the weekly benefits amount\n(Senate Bills <a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2020-SB-0999\">999<\/a> by Sen. <strong>Adam Hollier<\/strong>\nand <a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2020-SB-1000\">1000<\/a> by Sen. <strong>Jeff Irwin<\/strong>);\n<\/li><li>Expanding the\ndefinition of workers who can file for unemployment (Senate Bills <a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2020-SB-1001\">1001<\/a>, <a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2020-SB-1002\">1002<\/a> and <a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2020-SB-1003\">1003<\/a> by Sens. <strong>Mallory McMorrow<\/strong>, <strong>Winnie\nBrinks<\/strong> and <strong>Rosemary Bayer<\/strong>, respectively); <\/li><li>Requiring\nemployers to keep track of declared tips and report them on reports to the\nunemployment agency (<a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2020-SB-1004\">Senate Bill 1004<\/a> by Sen. <strong>Sean McCann<\/strong>);\nand, <\/li><li>Expanding\ncost-sharing by ensuring only the separating employer will be used to determine\nnon-monetary disqualification for benefits (<a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2020-SB-1005\">Senate Bill 1005<\/a> by Sen. <strong>Betty\nJean Alexander<\/strong>).<\/li><\/ul>\n\n\n\n<p>\u201cThe Snyder\nAdministration made indiscriminate funding cuts, implemented a new robo-fraud\ndetection system, and fired one third of all staff at the Unemployment\nInsurance Agency,\u201d said <strong>Ron Bieber<\/strong>, president of the Michigan AFL-CIO. \u201cThey forced people into bankruptcy and financial ruin as\na punishment for doing nothing wrong, stole from UIA funds to balance the\nbudget, and blamed the robots they put in charge for the mess, instead of\ntaking responsibility for the pain they caused. Then, they waited for Gov.\nWhitmer to get elected so she could clean up their mess. Despite this, Gov.\nWhitmer has reacted calmly and decisively to multiple crises, but she needs\nlegislative action to help people \u2014 not punish them for fake fraud charges\ninvented by robots.
